บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการจัดโครงการการแข่งขันสุนทรพจน์ภาษาอังกฤษนามิกิ ฮิเดยูกิ ครั้งที่ 18/2569 (The 18th English Speech Contest by Pilot Namiki Hideyuki Scholarship Support Organization) ประจำปีงบประมาณ 2569 ซึ่งจัดขึ้นในวันที่ 4 กุมภาพันธ์ 2569 เวลา 13.00-16.00 น. ณ ห้องประชุมชั้น 2 อาคาร 17 มหาวิทยาลัยราชภัฏอุดรธานี โครงการนี้มีเหตุผลความจำเป็นในการมุ่งส่งเสริมและยกระดับทักษะการสื่อสารภาษาอังกฤษ ซึ่งเป็นสมรรถนะสากลที่สำคัญยิ่งในศตวรรษที่ 21 ให้แก่นักศึกษาในระดับอุดมศึกษา อีกทั้งยังเป็นเวทีที่สร้างแรงบันดาลใจในการแสดงออกทางความคิดอย่างสร้างสรรค์ และเปิดโอกาสให้เยาวชนในท้องถิ่นสามารถเข้าถึงการเรียนรู้ในระดับนานาชาติ เพื่อเตรียมความพร้อมสู่การเป็นพลเมืองโลกที่มีศักยภาพ

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 4 กุมภาพันธ์ 2569 กระบวนการดำเนินงานได้จัดการแข่งขันประกวดสุนทรพจน์ภาษาอังกฤษรอบชิงชนะเลิศอย่างเข้มข้น โดยมีนักศึกษาผู้ผ่านการคัดเลือกขึ้นแสดงวิสัยทัศน์และทักษะการพูดต่อหน้าสาธารณชน กิจกรรมภายในงานไม่เพียงแต่เป็นการประลองทักษะทางภาษาเท่านั้น แต่ยังรวมถึงการจัดกิจกรรมแลกเปลี่ยนทรรศนะทางวัฒนธรรมระหว่างนักศึกษาไทยและผู้สนับสนุนชาวญี่ปุ่น ยิ่งไปกว่านั้น คณะกรรมการและผู้ทรงคุณวุฒิได้ร่วมกันประเมินผลการแข่งขัน พร้อมจัดพิธีมอบเงินรางวัลและทุนการศึกษาอย่างเป็นทางการให้แก่ผู้ชนะ เพื่อนำไปใช้เป็นทุนสนับสนุนการเดินทางไปทัศนศึกษาและแลกเปลี่ยนวัฒนธรรมระยะสั้น ณ ประเทศญี่ปุ่น

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จของการจัดเวทีวิชาการระดับสากลในครั้งนี้ เกิดจากความร่วมมือที่เหนียวแน่นระหว่างภาคส่วนในประเทศและพันธมิตรระหว่างประเทศ นำโดย ศูนย์ภาษา สำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะผู้จัดงานหลัก ทำงานร่วมกับภาคีเครือข่ายผู้สนับสนุนทุนการศึกษาจากประเทศญี่ปุ่น ได้แก่ คุณนามิกิ ฮิเดยูกิ และบริษัท Come Come Nikko Channel ซึ่งให้เกียรติเดินทางมาร่วมรับชมการประกวดและมอบทุนการศึกษาด้วยตนเอง เพื่อร่วมกันขับเคลื่อนการพัฒนาศักยภาพเยาวชนอย่างไร้พรมแดน

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ เวทีการแข่งขันสุนทรพจน์ภาษาอังกฤษระดับมาตรฐานสากลที่จัดขึ้นอย่างต่อเนื่องเป็นครั้งที่ 18 ยิ่งไปกว่านั้น ยังเกิดนักศึกษาต้นแบบที่มีทักษะการสื่อสารภาษาอังกฤษในระดับสูงที่ได้รับการคัดเลือกให้เป็นผู้ได้รับทุนการศึกษา ตลอดจนเกิดกรอบความร่วมมือและเครือข่ายความสัมพันธ์อันดีระหว่างมหาวิทยาลัยราชภัฏอุดรธานีกับผู้สนับสนุนชาวญี่ปุ่น ซึ่งเป็นรากฐานสำคัญในการพัฒนาโครงการแลกเปลี่ยนวัฒนธรรมและการศึกษาต่อต่างประเทศในอนาคต

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ขยายโอกาสในการเข้าถึงการศึกษาและการฝึกอบรมที่มีคุณภาพในระดับสากล (Target 4.3 และ 4.b) โดยการสร้างพื้นที่ให้นักศึกษาได้พัฒนาทักษะภาษาอังกฤษซึ่งเป็นเครื่องมือสำคัญในการแสวงหาความรู้ระดับสูง การมอบทุนการศึกษาไปแลกเปลี่ยนวัฒนธรรมที่ประเทศญี่ปุ่นช่วยเพิ่มจำนวนเยาวชนที่มีทักษะขั้นสูง ทั้งทักษะทางภาษาและการเข้าใจในความหลากหลายทางวัฒนธรรม (Global Citizenship) ซึ่งเป็นปัจจัยสำคัญในการเพิ่มโอกาสการจ้างงานและการเติบโตในสายอาชีพยุคโลกาภิวัตน์
