วันพื้นที่ชุ่มน้ำโลก ประจำปี 2569

บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการจัดงานวันพื้นที่ชุ่มน้ำโลก ประจำปี 2569 (World Wetlands Day 2026) ภายใต้แนวคิด “พื้นที่ชุ่มน้ำและภูมิปัญญาดั้งเดิม : การเฉลิมฉลองมรดกทางวัฒนธรรม” ซึ่งจัดขึ้นเมื่อวันที่ 2 กุมภาพันธ์ 2569 ณ วิทยาลัยนวัตกรรมแห่งบึงกาฬ มหาวิทยาลัยราชภัฏอุดรธานี โครงการนี้มีเหตุผลความจำเป็นในการสร้างความตระหนักรู้ให้แก่สาธารณชนเกี่ยวกับคุณค่า ความสำคัญ และบทบาทอันหลากหลายของพื้นที่ชุ่มน้ำที่มีต่อระบบนิเวศ วิถีชีวิต และมรดกทางวัฒนธรรมของชุมชนท้องถิ่น โดยมุ่งหวังที่จะผสานองค์ความรู้สมัยใหม่เข้ากับภูมิปัญญาดั้งเดิม เพื่อกระตุ้นให้เกิดการอนุรักษ์ การฟื้นฟู และการใช้ประโยชน์จากทรัพยากรธรรมชาติในพื้นที่ชุ่มน้ำอย่างสมดุล ป้องกันการเสื่อมสลายของระบบนิเวศ และสืบสานคุณค่าทางธรรมชาติให้คงอยู่ร่วมกับชุมชนได้อย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 2 กุมภาพันธ์ 2569 กิจกรรมเริ่มต้นขึ้นด้วยพิธีเปิดอย่างเป็นทางการ โดยมี นายสมหวัง อารีย์เอื้อ รองผู้ว่าราชการจังหวัดบึงกาฬ เป็นประธานในพิธี พร้อมด้วยคณะผู้บริหารมหาวิทยาลัยร่วมทำกิจกรรมเชิงสัญลักษณ์เขียนข้อความลงบน “ต้นไม้แห่งคำสัญญา อนาคตพื้นที่ชุ่มน้ำ” เพื่อแสดงเจตนารมณ์ในการอนุรักษ์ ภายในงานมีการดำเนินกิจกรรมการเรียนรู้ที่หลากหลายและสร้างสรรค์ ประกอบด้วย การรับชมวีดิทัศน์สารคดีและนิทรรศการ Open House จากโรงเรียนและหน่วยงานภาคีเครือข่าย การจัดเวทีเสวนาและการแลกเปลี่ยนประสบการณ์ในหัวข้อ “พื้นที่ชุ่มน้ำและภูมิปัญญาดั้งเดิม : การเฉลิมฉลองมรดกทางวัฒนธรรม” นอกจากนี้ยังมีการส่งเสริมทักษะเยาวชนผ่านการแข่งขันประกอบอาหารจากวัตถุดิบท้องถิ่น การแข่งขัน TikTok Creator การประกวดภาพถ่าย การแข่งขันวาดภาพระบายสี ตลอดจนการแสดงทางวัฒนธรรมและดนตรีพื้นบ้านจากโรงเรียนบึงกาฬและโรงเรียนบ้านสะง้อเพื่อสร้างบรรยากาศแห่งการเรียนรู้อย่างมีส่วนร่วม

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จของการบูรณาการเพื่อสิ่งแวดล้อมและวัฒนธรรมในครั้งนี้ เกิดจากความร่วมมือพหุภาคีที่เข้มแข็ง นำโดย วิทยาลัยนวัตกรรมแห่งบึงกาฬ มหาวิทยาลัยราชภัฏอุดรธานี ภายใต้การนำของ ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล รักษาราชการแทนอธิการบดี และผู้ช่วยศาสตราจารย์ ดร.อภิรักษ์ ลอยแก้ว รองอธิการบดี ทำงานร่วมกับหน่วยงานภาครัฐ นำโดย จังหวัดบึงกาฬ โดย นายสมหวัง อารีย์เอื้อ รองผู้ว่าราชการจังหวัด ยิ่งไปกว่านั้น ยังได้รับความร่วมมือจากส่วนราชการและองค์กรภาคเอกชนในพื้นที่ ตลอดจนเครือข่ายสถานศึกษาในจังหวัดบึงกาฬ อาทิ โรงเรียนบึงกาฬ และโรงเรียนบ้านสะง้อ ที่ร่วมส่งครู นักเรียน และบุคลากรเข้าร่วมกิจกรรมอย่างพร้อมเพรียง

ผลผลิตจากโครงการ

จากการดำเนินงานดังกล่าว ส่งผลให้เกิดเวทีกลางระดับจังหวัดในการถ่ายทอดองค์ความรู้และสร้างความตระหนักรู้ด้านการอนุรักษ์พื้นที่ชุ่มน้ำให้แก่เยาวชน ประชาชน และหน่วยงานต่างๆ ยิ่งไปกว่านั้น ยังเกิด “ต้นไม้แห่งคำสัญญา อนาคตพื้นที่ชุ่มน้ำ” ที่รวบรวมเจตนารมณ์และข้อตกลงร่วมกันของชุมชนในการดูแลรักษาธรรมชาติ ตลอดจนเกิดผลงานสร้างสรรค์ของเยาวชน ทั้งในรูปแบบภาพถ่าย ภาพวาด และสื่อดิจิทัล (TikTok) ที่ช่วยประชาสัมพันธ์คุณค่าของพื้นที่ชุ่มน้ำจังหวัดบึงกาฬสู่สาธารณะ และเกิดโมเดลเครือข่ายการทำงานร่วมกันระหว่างสถาบันการศึกษา หน่วยงานรัฐ และสถาบันการศึกษาขั้นพื้นฐานในการขับเคลื่อนงานสิ่งแวดล้อมศึกษา

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 2 มิติ ได้แก่:

มิติ SDG 11 (Sustainable Cities and Communities - เมืองและชุมชนที่ยั่งยืน): ส่งเสริมการปกป้องและรักษาไว้ซึ่งมรดกทางวัฒนธรรมและทางธรรมชาติของโลก (Target 11.4) โดยการสืบสานวิถีชีวิตและภูมิปัญญาดั้งเดิมของท้องถิ่นที่ผูกพันกับพื้นที่ชุ่มน้ำ นำมาเชิดชูผ่านกิจกรรมเชิงสร้างสรรค์และการท่องเที่ยวเชิงนิเวศ ช่วยให้เมืองและชุมชนรอบพื้นที่ชุ่มน้ำตระหนักถึงอัตลักษณ์ของตนเองและอยู่ร่วมกับธรรมชาติได้อย่างเกื้อกูล

มิติ SDG 15 (Life on Land - ระบบนิเวศบนบก): มีส่วนช่วยในการสร้างหลักประกันว่าจะมีการอนุรักษ์ การฟื้นฟู และการใช้ประโยชน์จากระบบนิเวศน้ำจืดในแผ่นดินและบริการทางระบบนิเวศอย่างยั่งยืน (Target 15.1) โดยเฉพาะพื้นที่ชุ่มน้ำ ผ่านการสร้างความตระหนักรู้และการทำข้อตกลงร่วมกันของชุมชนในการหยุดยั้งการสูญเสียความหลากหลายทางชีวภาพและการเสื่อมโทรมของทรัพยากรธรรมชาติ

Bueng Kan Innovation College, UDRU Partners with Bueng Kan Province to Host World Wetlands Day 2026, Harmonizing Local Wisdom and Ecological Conservation

Bueng Kan Innovation College of Udon Thani Rajabhat University, in collaboration with Bueng Kan Province, organizes "World Wetlands Day 2026" under the theme "Wetlands and Traditional Wisdom: Celebrating Cultural Heritage" to raise public awareness of ecological and cultural sustainability.

Context & Rationale

This environmental and cultural initiative involved the hosting of the "World Wetlands Day 2026" event under the theme "Wetlands and Traditional Wisdom: Celebrating Cultural Heritage," conducted on February 2, 2026, at the Bueng Kan Innovation College, Udon Thani Rajabhat University. The primary rationale of this project is to foster public awareness regarding the immense value, significance, and multifaceted roles of wetlands in maintaining ecological balance, supporting local livelihoods, and enriching community cultures. By bridging modern scientific knowledge with indigenous ancestral wisdom, the project aims to stimulate collaborative conservation, restoration, and well-balanced utilization of wetland resources, preventing ecosystem degradation while preserving natural heritage for future generations.

Activities & Operations

On February 2, 2026, a dynamic array of educational and participatory operations were successfully executed. The event officially commenced with an opening ceremony presided over by the Deputy Governor of Bueng Kan Province, Mr. Somwang Aree-uea. High-level university executives and guests engaged in a symbolic commitment by writing pledges on the "Tree of Promises: The Future of Wetlands." The operational phase integrated various learning activities, including the screening of wetland documentaries, Open House exhibitions from network schools, and an interactive academic panel seminar on combining local wisdom with ecological protection. Additionally, the event hosted creative student competitions such as a local ingredient cooking contest, a TikTok Creator challenge, photography and drawing contests, accompanied by traditional music and folklore performances by students from Bueng Kan School and Ban Sangaw School to enrich the collaborative learning experience.

Multi-Stakeholder Partnerships

The successful realization of this provincial-scale environmental campaign relied on a powerful multi-stakeholder alliance bridging academia, regional government, and basic education sectors. The academic core was led by Bueng Kan Innovation College, Udon Thani Rajabhat University, under the executive leadership of Acting President Asst. Prof. Dr. Khanisara Thansunthonsakul and Vice President Asst. Prof. Dr. Apirak Loykaew. This block worked in direct synchronization with the public administration sector, led by Bueng Kan Province under Deputy Governor Mr. Somwang Aree-uea, alongside various local government offices and private enterprises. Furthermore, the grassroots network was reinforced by regional schools, notably Bueng Kan School and Ban Sangaw School, which mobilized educators and young citizens to actively drive the event's objectives.

Project Outputs

As a direct outcome of these strategic operations, a showcased provincial platform for environmental education and wetland awareness was successfully established for youth, citizens, and local authorities. Furthermore, the initiative generated the tangible "Tree of Promises," documenting the community's shared vision and joint agreements for natural preservation. Ultimately, the project yielded a wide array of youth-led creative media assets—including environmental photographs, artwork, and digital content (TikTok)—publicizing the ecological value of Bueng Kan's wetlands, while establishing a sustainable working model linking higher education with regional public schools for continuous environmental advocacy.

Outcomes

The project aims for comprehensive outcomes across 2 key dimensions:

SDG 11 (Sustainable Cities and Communities): Strengthens efforts to protect and safeguard the world’s cultural and natural heritage (Target 11.4) by preserving and honoring local traditional wisdom intertwined with wetland ecosystems. Elevating these cultural assets through creative public platforms ensures that surrounding urban and rural communities maintain their green heritage and practice sustainable co-existence with nature.

SDG 15 (Life on Land): Contributes to ensuring the conservation, restoration, and sustainable use of terrestrial and inland freshwater ecosystems and their services, particularly wetlands (Target 15.1). By building public consciousness and community-led conservation pledges, the project helps halt biodiversity loss and targets the sustainable management of fragile natural habitats.
