โครงการฝึกอบรมตามมาตรฐานอาชีพผู้ทำงานกับเยาวชน ระดับ 4 (Youth Workers Level 4) อำเภอเพ็ญ จังหวัดอุดรธานี

บริบทและเหตุผล (Context and Rationale) ระหว่างวันที่ 23-26 มิถุนายน 2568 สำนักวิชาศึกษาทั่วไป มหาวิทยาลัยราชภัฏอุดรธานี ได้ร่วมกับองค์การ UNICEF ประเทศไทย และสถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) ดำเนินโครงการฝึกอบรมตามมาตรฐานอาชีพผู้ทำงานกับเยาวชน ระดับ 4 (Youth Workers Level 4) โครงการนี้มีรากฐานสำคัญจากการบูรณาการงานวิจัยทางสังคม การพัฒนานวัตกรรมการทำงานร่วมกับเยาวชน และมาตรฐานวิชาชีพสากล (Research and Innovation) มีวัตถุประสงค์เพื่อตอบสนองต่อความต้องการเร่งด่วนของผู้ปฏิบัติงานด้านเยาวชนในจังหวัดอุดรธานี โดยมุ่งพัฒนาศักยภาพครู สกร. ผู้นำชุมชน อาสาสมัคร และเจ้าหน้าที่รัฐที่ทำงานใกล้ชิดกับเยาวชน ให้มีความรู้ความเข้าใจด้านจริยธรรม ทักษะการสื่อสาร การให้คำปรึกษา และการเชื่อมโยงระบบบริการที่สอดคล้องกับความต้องการของกลุ่มเป้าหมาย โดยเฉพาะเยาวชนที่อยู่นอกระบบการศึกษา การจ้างงาน หรือการฝึกอบรม (NEET)

กิจกรรมและการดำเนินงาน (Activities and Operations) ในการดำเนินกิจกรรมระหว่างวันที่ 23-26 มิถุนายน 2568 ณ ที่ทำการองค์การบริหารส่วนตำบลนาบัว และเทศบาลตำบลบ้านธาตุ อำเภอเพ็ญ จังหวัดอุดรธานี ได้รับเกียรติจาก นายคณพศ พิมโคตร นายอำเภอเพ็ญ เป็นประธานกล่าวเปิดโครงการฯ และนางสาววิลสา พงศธร ผู้แทนองค์การ UNICEF ประเทศไทย กล่าวรายงาน กิจกรรมเป็นการฝึกอบรมเชิงปฏิบัติการอย่างเข้มข้นให้กับผู้เข้าร่วมอบรมจำนวน 120 คน จาก 5 ตำบลในพื้นที่อำเภอเพ็ญ ได้แก่ ตำบลบ้านธาตุ ตำบลจอมศรี ตำบลนาบัว ตำบลสร้างแป้น และตำบลสุมเส้า กิจกรรมมีความเชื่อมโยงอย่างแนบแน่นกับการจัดการเรียนรู้และการบริการวิชาการเชิงรุก (Teaching & Outreach) โดยคณาจารย์จากสำนักวิชาศึกษาทั่วไปและภาคีเครือข่ายร่วมทำหน้าที่เป็นวิทยากรถ่ายทอดองค์ความรู้และทักษะเชิงลึก เพื่อนำไปสู่การปฏิบัติงานจริงในระดับพื้นที่

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน) (Partnerships) ความสำเร็จของการดำเนินโครงการในครั้งนี้ สะท้อนถึงการบริหารจัดการและการสนับสนุนทรัพยากรภายใน (Stewardship) ของมหาวิทยาลัยราชภัฏอุดรธานี ผ่านสำนักวิชาศึกษาทั่วไป ตลอดจนพลังความเข้มแข็งของความร่วมมือพหุภาคีในระดับนานาชาติ ประเทศ และระดับท้องถิ่น (Partnerships) ภายใต้การผนึกกำลังร่วมกันระหว่างองค์กรระดับโลกอย่าง UNICEF ประเทศไทย หน่วยงานภาครัฐด้านมาตรฐานวิชาชีพอย่างสถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) ที่ว่าการอำเภอเพ็ญ องค์กรปกครองส่วนท้องถิ่น (อบต.นาบัว และ ทต.บ้านธาตุ) สกร. และผู้นำชุมชน เพื่อสร้างกลไกการดูแลและพัฒนาเยาวชนที่ครอบคลุมและยั่งยืน

ผลลัพธ์ (Outcomes) โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 1 มิติ ได้แก่:

• มิติ SDG 17 (Partnerships for the Goals): โครงการ (จัดขึ้นระหว่างวันที่ 23-26 มิถุนายน 2568) สนับสนุนการเสริมสร้างความเป็นหุ้นส่วนความร่วมมือระดับสากลและระดับประเทศ โดยการประสานความร่วมมือระหว่างสถาบันอุดมศึกษา องค์กรระหว่างประเทศ (UNICEF ประเทศไทย) หน่วยงานรัฐระดับนโยบาย (สถาบันคุณวุฒิวิชาชีพ) ฝ่ายปกครองส่วนท้องถิ่น และชุมชน ในการระดมทรัพยากรและองค์ความรู้เพื่อพัฒนามาตรฐานและขีดความสามารถของบุคลากรผู้ทำงานกับเยาวชนจำนวน 120 คน อันเป็นกลไกสำคัญในการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืนอย่างเป็นรูปธรรม

Youth Workers Level 4 Professional Standard Training Project, Phen District, Udon Thani Province

Context and Rationale From June 23-26, 2025, the General Education Office of Udon Thani Rajabhat University, in collaboration with UNICEF Thailand and the Thailand Professional Qualification Institute (Public Organization) - TPQI, conducted the "Youth Workers Level 4" professional training program. The foundation of this project is rooted in integrating social research, youth development innovations, and standardized competency frameworks (Research and Innovation). The objective was to address the critical needs of youth practitioners in Udon Thani Province by enhancing the capabilities of Department of Learning Encouragement (DOLE) teachers, community leaders, volunteers, and local government officials. Training focused on ethics, effective communication, counseling skills, and multi-sector service linkages tailored to youth, specifically targeting youth Not in Education, Employment, or Training (NEET).

Activities and Operations Conducted between June 23 and 26, 2025, across two venue sites—Na Bua Subdistrict Administrative Organization and Ban That Subdistrict Municipality in Phen District, Udon Thani—the opening ceremony was presided over by Mr. Khanaphot Phimkhot, District Chief of Phen, with Ms. Willsa Pongsatorn, UNICEF Thailand representative, delivering the project report. The intensive capacity-building sessions trained 120 practitioners across 5 subdistricts: Ban That, Chom Si, Na Bua, Sang Paen, and Sum Sao. This initiative connects directly with instructional design and proactive community outreach (Teaching & Outreach), with faculty from the General Education Office and network specialists serving as trainers to guide hands-on field implementations.

Partnerships The success of this comprehensive initiative demonstrates strong internal institutional stewardship (Stewardship) by Udon Thani Rajabhat University via the General Education Office, alongside robust multi-level partnerships (Partnerships). The collaboration unites international bodies (UNICEF Thailand), national agencies (TPQI), local administration (Phen District Office, Na Bua SAO, and Ban That Municipality), educational personnel, and community stakeholders into an integrated support ecosystem for vulnerable youth.

Outcomes The project aims for outcomes covering 1 dimension, which is:

• SDG 17 Dimension (Partnerships for the Goals): The project (held from June 23-26, 2025) promotes multi-stakeholder partnerships by connecting higher education, an international development agency (UNICEF Thailand), national accreditation authorities (TPQI), local governments, and grassroots communities. By mobilizing shared resources and expertise to upskill 120 youth practitioners, the project reinforces sustainable institutional frameworks and advances collaborative sustainable development goals.
