บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการขับเคลื่อน “โครงการพัฒนานวัตกรรมเพื่อยกระดับคุณภาพการจัดการศึกษาด้วยรูปแบบ Active Learning สำหรับครูและบุคลากรทางการศึกษา” ซึ่งจัดขึ้นภายใต้นโยบายสำคัญ “๑ อำเภอ ๑ โรงเรียนคุณภาพ” ในระดับประถมศึกษา โครงการนี้มีเหตุผลความจำเป็นอย่างยิ่งในการปฏิรูปกระบวนการจัดการเรียนรู้ให้เท่าทันต่อกระแสการเปลี่ยนแปลงทางสังคมและบริบทของผู้เรียนในยุคปัจจุบัน โดยเปลี่ยนผ่านจากการเรียนรู้เชิงรับมาสู่การจัดการเรียนรู้เชิงรุก (Active Learning) ที่มุ่งเน้นการพัฒนาสมรรถนะองค์รวมของผู้เรียนรอบด้าน เพื่อเสริมสร้างทักษะการคิดวิเคราะห์ การแก้ปัญหาเชิงสร้างสรรค์ และการสร้างระบบการเรียนรู้ที่มีความหมายสามารถนำไปปรับใช้ในวิถีชีวิตจริงได้อย่างยั่งยืน

กิจกรรมและการดำเนินงาน

ในกระบวนการดำเนินงาน โครงการได้ทำหน้าที่รวบรวม กลั่นกรอง และถอดบทเรียนกลวิธีการสอนรวมถึงกลยุทธ์การจัดการเรียนรู้ที่มีประสิทธิภาพของครูต้นแบบที่มีผลการปฏิบัติจริงในชั้นเรียน (Best Practice) จากนั้นได้ดำเนินการผลิตสื่อวีดิทัศน์นวัตกรรมตัวอย่างการจัดการเรียนรู้เชิงรุกอย่างเป็นระบบ จำนวนทั้งสิ้น ๓๑๙ ตอน โดยกำหนดความยาวตอนละ ๗–๑๐ นาที เพื่อทำหน้าที่ถ่ายทอดแนวคิด ประสบการณ์ และแนวปฏิบัติที่ดีของครูต้นแบบในแต่ละกลุ่มสาระการเรียนรู้อย่างรอบด้าน นอกจากนี้ยังได้เปิดช่องทางการสื่อสารดิจิทัลเพื่อเป็นฐานข้อมูลการเรียนรู้แบบเปิด ลดข้อจำกัดด้านเวลาและสถานที่ เพื่อสนับสนุนการเข้าถึงเครื่องมือพัฒนาวิชาชีพครูในวงกว้างอย่างมีประสิทธิภาพ

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการยกระดับคุณภาพการศึกษาและการสร้างนวัตกรรมสื่อในครั้งนี้ เกิดจากการผสานพลังร่วมกันระหว่างสถาบันการศึกษาและหน่วยงานกำหนดนโยบายระดับประเทศ นำโดย มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น ร่วมมือกับ สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) ตลอดจนเครือข่ายครูต้นแบบ ผู้บริหารสถานศึกษา และบุคลากรทางการศึกษาในพื้นที่เป้าหมาย โดยเฉพาะในเขตพื้นที่ภาคตะวันออกเฉียงเหนือตอนล่าง ที่ร่วมกันขับเคลื่อนนโยบายเชิงพื้นที่ให้เกิดผลสัมฤทธิ์อย่างเป็นระบบ

ผลผลิตจากโครงการ

จากการดำเนินงานดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ ชุดสื่อวีดิทัศน์นวัตกรรมการจัดการเรียนรู้เชิงรุก (Active Learning) คุณภาพสูงจำนวน ๓๑๙ ตอน ที่ครอบคลุมทุกกลุ่มสาระการเรียนรู้ในระดับประถมศึกษา ยิ่งไปกว่านั้น ยังเกิดคลังความรู้และแนวปฏิบัติที่ดี (Best Practices) ของครูต้นแบบที่พร้อมใช้งานและเผยแพร่ในระบบดิจิทัล ตลอดจนเกิดโมเดลสถานศึกษาต้นแบบภายใต้นโยบาย “๑ อำเภอ ๑ โรงเรียนคุณภาพ” ในภูมิภาค ที่สามารถทำหน้าที่เป็นศูนย์กลางการถ่ายทอดทักษะและการจัดการเรียนรู้ยุคใหม่ให้แก่โรงเรียนเครือข่ายบริวารในพื้นที่ได้อย่างยั่งยืน

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): สร้างหลักประกันว่าครูและบุคลากรทางการศึกษาทุกคนจะได้รับการพัฒนาสมรรถนะทางวิชาชีพที่ทันสมัยและมีคุณภาพอย่างเท่าเทียม (Target 4.c) โดยการทลายข้อจำกัดด้านการเข้าถึงความรู้ผ่านสื่อวีดิทัศน์ดิจิทัล ๓๑๙ ตอน การเปลี่ยนผ่านสู่ระบบ Active Learning นี้ช่วยยกระดับให้เด็กชายและเด็กหญิงในระดับประถมศึกษาได้รับการศึกษาขั้นพื้นฐานที่เปี่ยมคุณภาพ มีทักษะสมรรถนะในศตวรรษที่ 21 ที่จำเป็น และมีผลลัพธ์การเรียนรู้ที่มีประสิทธิภาพและตอบสนองต่อการพัฒนาท้องถิ่นอย่างแท้จริง (Target 4.1)

Innovative Educational Upgrading through Active Learning for Primary School Educators Under the "1 District, 1 Quality School" Policy

Developing educational innovations to elevate primary education quality by utilizing Active Learning frameworks for teachers under the Office of the Basic Education Commission, driven by the "1 District, 1 Quality School" national policy.

Context & Rationale

This primary education initiative involved the strategic implementation of the "Innovative Educational Upgrading through Active Learning for Teachers and Educational Personnel" project, driven under the national policy framework of "1 District, 1 Quality School" at the primary education level. The primary rationale of this intervention is to reform and modernize traditional educational frameworks to better align with rapid socio-technological shifts and contemporary student demographics. By transitioning toward an Active Learning paradigm, the project systematically targets the development of students' holistic competencies—cultivating advanced critical thinking, creative problem-solving, and meaningful learning behaviors that effectively prepare young learners for real-world applications.

Activities & Operations

Throughout the operational phase, the project successfully identified, evaluated, and synthesized highly effective instructional strategies and classroom management practices from master teachers with proven tracking records. Consequently, the project executed the systematic production of an innovative educational video series comprising 319 structured episodes, with each segment ranging from 7 to 10 minutes in length. These digital modules were specifically engineered to transfer the conceptual designs, practical experiences, and verified Best Practices of master educators across various subject groups. Furthermore, the initiative launched open digital knowledge-sharing networks, effectively eliminating geographic and time barriers to support wide-scale professional teacher development.

Multi-Stakeholder Partnerships

The successful realization of this high-impact educational upgrade was anchored on a powerful multi-stakeholder partnership uniting regional higher education with national policy bodies. The operational block was co-driven by Udon Thani Rajabhat University, as a local development-focused institution, working in close coordination with the Office of the Basic Education Commission (OBEC). This alliance was further reinforced by a strong grassroots network of regional master teachers, school administrators, and educational personnel across the target areas—particularly within the lower northeastern sub-region—who collectively practicalized the national quality school mandate.

Project Outputs

As a direct outcome of these collaborative operations, a comprehensive digital archive consisting of 319 high-quality Active Learning instructional videos was successfully produced, covering all essential primary education subject categories. Additionally, the initiative yielded an accessible, centralized digital database of verified educational Best Practices ready for public deployment. Ultimately, the project generated institutionalized school models under the "1 District, 1 Quality School" policy in the northeastern region, capable of serving as standard knowledge-transfer hubs to continuously empower surrounding networks of rural primary schools.

Outcomes

The project aims for comprehensive outcomes across the sustainable development dimension:

SDG 4 (Quality Education): Substantially ensures that all primary school educators and personnel have equitable access to premium and adaptive professional development resources, contributing directly to increasing the supply of qualified teachers (Target 4.c). By replacing passive lecturing with standard Active Learning toolkits across 319 digital modules, this intervention ensures that primary school boys and girls receive relevant, effective, and high-quality basic education that nurtures 21st-century cognitive competencies and enhances meaningful long-term learning outcomes (Target 4.1).
