บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือ “การประชุมเชิงปฏิบัติการการใช้งานระบบบริหารจัดการสำนักงาน e-Office” ซึ่งจัดขึ้นเมื่อวันที่ 31 มีนาคม 2569 ณ ห้อง 17306 อาคาร 17 มหาวิทยาลัยราชภัฏอุดรธานี โดยมี ผู้ช่วยศาสตราจารย์ ดร.อภิรักษ์ ลอยแก้ว รองอธิการบดี เป็นประธานกล่าวต้อนรับและชี้แจงความสำคัญ โครงการนี้มีเหตุผลความจำเป็นในการปฏิรูปและยกระดับโครงสร้างพื้นฐานระบบราชการดั้งเดิมสู่การเป็นมหาวิทยาลัยดิจิทัล (Digital University) ภายใต้โครงการพัฒนาระบบคลาวด์ภาครัฐ (Government Data Center and Cloud: GDCC) การเปลี่ยนผ่านกระบวนการทำงานสารบรรณและเอกสารราชการเข้าสู่ระบบดิจิทัลไม่เพียงแต่ช่วยเพิ่มประสิทธิภาพ ลดขั้นตอนที่ซ้ำซ้อน และลดการใช้กระดาษในองค์กรเท่านั้น แต่ยังเป็นกลไกเชิงยุทธศาสตร์ที่ช่วยเสริมสร้างความมั่นคงปลอดภัยของข้อมูล ป้องกันการสูญหายของเอกสารสำคัญ และสร้างระบบบริหารจัดการที่ยืดหยุ่น ทันสมัย พร้อมรองรับการเติบโตอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 31 มีนาคม 2569 กระบวนการดำเนินงานได้ขับเคลื่อนผ่านการอบรมเชิงปฏิบัติการเน้นการลงมือปฏิบัติจริง โดยมี ผู้ช่วยศาสตราจารย์ ดร.ปณิธาน เมฆกมล รองอธิการบดี เป็นผู้บรรยายชี้แจงแนวทางและนำฝึกปฏิบัติการใช้งานระบบ e-Office กิจกรรมหลักประกอบด้วย การสาธิตและการฝึกปฏิบัติกระบวนการจัดการเอกสารอิเล็กทรอนิกส์แบบครบวงจร ได้แก่ ระบบงานสารบรรณอิเล็กทรอนิกส์ (e-Saraban) ระบบการจัดทำและยกร่างหนังสือราชการ (Drafting System) และระบบการรับ–ส่งเอกสารผ่านช่องทางดิจิทัล (Digital In-tray System) ตลอดจนการเปิดโอกาสให้บุคลากรผู้ปฏิบัติงานสารบรรณจากทุกหน่วยงานลงมือทดลองปฏิบัติงานจริง เพื่อสร้างความคุ้นเคยและสามารถแก้ไขปัญหาทางเทคนิคในการปฏิบัติงานได้อย่างถูกต้อง

ความสำเร็จในการปรับเปลี่ยนโครงสร้างการบริหารจัดการเอกสารระดับองค์กรในครั้งนี้ เกิดจากการผสานพลังความร่วมมือภายในและภายนอกอย่างเป็นระบบ นำโดย คณะผู้บริหาร มหาวิทยาลัยราชภัฏอุดรธานี ร่วมกับ กองกลางและหน่วยงานเทคโนโลยีดิจิทัลภายในมหาวิทยาลัย ทำงานเชื่อมโยงกับ โครงการพัฒนาระบบคลาวด์ภาครัฐ (GDCC) ในฐานะผู้สนับสนุนโครงสร้างพื้นฐานดิจิทัลและระบบคลาวด์มาตรฐานภาครัฐ ควบคู่ไปกับความร่วมมืออย่างเข้มแข็งของ หัวหน้าสำนักงานและเจ้าหน้าที่ผู้รับผิดชอบงานสารบรรณ จากทุกคณะ สถาบัน สำนัก และหน่วยงานสนับสนุนภายในมหาวิทยาลัยที่เข้าร่วมการพัฒนาทักษะ

ผลผลิตจากโครงการ จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ บุคลากรระดับหัวหน้าสำนักงานและเจ้าหน้าที่ผู้รับผิดชอบงานสารบรรณจากทุกหน่วยงานภายในมหาวิทยาลัย ได้รับการพัฒนาทักษะการใช้งานระบบ e-Office และผ่านการฝึกอบรมเชิงปฏิบัติการ ยิ่งไปกว่านั้น ยังเกิดชุดคู่มือและแนวปฏิบัติการจัดการงานสารบรรณอิเล็กทรอนิกส์บนระบบคลาวด์ภาครัฐ (GDCC) ตลอดจนเกิดการเชื่อมโยงระบบรับ–ส่งเอกสารดิจิทัล (Digital In-tray) ที่พร้อมใช้งานครอบคลุมทุกหน่วยงานภายในมหาวิทยาลัยราชภัฏอุดรธานีอย่างเป็นรูปธรรม

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 9 (Industry, Innovation, and Infrastructure - อุตสาหกรรม นวัตกรรม และโครงสร้างพื้นฐาน): ส่งเสริมการปรับปรุงและพัฒนาโครงสร้างพื้นฐานทางเทคโนโลยีและนวัตกรรมดิจิทัลในภาครัฐ (Target 9.c) การนำระบบบริหารจัดการสำนักงาน e-Office บนระบบคลาวด์ภาครัฐ (GDCC) มาใช้ในการบริหารจัดการเอกสารราชการ ช่วยยกระดับประสิทธิภาพของโครงสร้างพื้นฐานเทคโนโลยีสารสนเทศภายในมหาวิทยาลัย เพิ่มความคล่องตัว โปร่งใส และลดความเสี่ยงในการสูญหายของข้อมูล อันเป็นรากฐานสำคัญในการขับเคลื่อนองค์กรสู่การเป็นมหาวิทยาลัยดิจิทัลอย่างยั่งยืน


Udon Thani Rajabhat University Conducts e-Office Management System Workshop to Modernize Digital Document Infrastructure under GDCC

Udon Thani Rajabhat University organizes a hands-on e-Office management system workshop under the Government Data Center and Cloud (GDCC) framework to transition campus-wide correspondence into a streamlined, paperless digital administration.

Context & Rationale

This digital infrastructure and administrative innovation initiative involved the implementation of the "Workshop on the Application of the e-Office Management System," conducted on March 31, 2026, at Room 17306, Building 17, Udon Thani Rajabhat University. The opening address was delivered by Vice President Asst. Prof. Dr. Apirak Loykaew. The primary rationale of this institutional intervention is to modernize traditional bureaucratic administrative infrastructure into a resilient Digital University model, operating under the Government Data Center and Cloud (GDCC) policy framework. Transitioning paper-based institutional workflows into an integrated digital ecosystem substantially optimizes operational efficiency, eliminates redundant processes, and reduces material resource consumption. Furthermore, this systemic upgrade safeguards institutional data security, prevents document loss, and builds an agile digital governance structure capable of supporting long-term sustainable growth.

Activities & Operations

On March 31, 2026, the operational workflows were executed through an intensive, hands-on technical workshop, instructed and facilitated by Vice President Asst. Prof. Dr. Panithan Makkamol. The operational phase focused on the practical application of the university’s e-Office suite. Key training modules encompassed end-to-end digital correspondence management, including the Electronic Document Management System (e-Saraban), the Official Draft Preparation System, and the Digital Document Transmission Network (In-tray system). Office heads and administrative staff engaged in real-time system testing, simulation exercises, and operational troubleshooting to ensure technical fluency and error-free adoption across all academic and support divisions.

Multi-Stakeholder Partnerships

The successful execution of this university-wide digital transformation was anchored on an integrated public-academic partnership framework. The internal operational drive was led by the executive board and digital information technology teams of Udon Thani Rajabhat University, working in direct technical alignment with the Government Data Center and Cloud (GDCC) initiative for cloud infrastructure hosting. This operational alignment was fully supported by the active participation of office directors and chief correspondence officers representing every faculty, college, institute, and administrative department across the university campus.

Project Outputs

As a direct outcome of these targeted operations, administrative office heads and primary correspondence staff from all internal university sub-units were fully trained and certified in operating the e-Office digital workflow. Additionally, the project generated a standardized operational manual and technical guideline for cloud-based document management under the GDCC framework. Ultimately, the initiative operationalized an interconnected digital document transmission matrix (Digital In-tray) across the entire institution, establishing a fully paperless administrative environment.

Outcomes

The project aims for comprehensive outcomes across the sustainable development dimension:

SDG 9 (Industry, Innovation, and Infrastructure): Significantly enhances information and communications technology infrastructure and promotes inclusive technological modernization within public institutions (Target 9.c). Deploying the cloud-based e-Office management system under the GDCC framework modernizes the university’s administrative IT infrastructure, driving operational agility, data security, and resource efficiency necessary to sustain a modern digital higher education institution.
