บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการจัดการประชุมชี้แจงการดำเนินงาน “Kickoff ITA 2026” การประเมินคุณธรรมและความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐ ประจำปีงบประมาณ พ.ศ. 2569 ซึ่งจัดขึ้นเมื่อวันที่ 1 เมษายน 2569 ณ ห้องประชุม 2 อาคารเฉลิมพระเกียรติ มหาวิทยาลัยราชภัฏอุดรธานี โดยมี ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี เป็นประธานมอบนโยบาย โครงการนี้มีเหตุผลความจำเป็นในการยกระดับธรรมาภิบาลและการป้องกันการทุจริตคอร์รัปชันในสถาบันอุดมศึกษา การสร้างองค์กรที่มีความโปร่งใส ตรวจสอบได้ และยึดมั่นในคุณธรรม เป็นรากฐานสำคัญในการสร้างความเชื่อมั่นให้แก่สังคมและผู้มีส่วนได้ส่วนเสียทุกภาคส่วน การประกาศนโยบายการบริหารงานที่โปร่งใสและหลักการปลอดของขวัญจากการปฏิบัติหน้าที่ (No Gift Policy) จึงเป็นกลไกเชิงยุทธศาสตร์ที่ช่วยลดความเสี่ยงต่อการเกิดผลประโยชน์ทับซ้อน และเสริมสร้างวัฒนธรรมองค์กรที่มีคุณธรรมอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 1 เมษายน 2569 งานประกันคุณภาพการศึกษา กองนโยบายและแผน ได้ขับเคลื่อนกระบวนการดำเนินงานผ่านการจัดประชุมสร้างความรู้ความเข้าใจและกำหนดทิศทางการขับเคลื่อนองค์กร กิจกรรมหลักเริ่มต้นด้วยการประกาศเจตนารมณ์บริหารงานด้วยความโปร่งใสและการมอบนโยบาย “No Gift Policy” โดยอธิการบดี เพื่อย้ำจุดยืนในการป้องกันการทุจริตและการรับผลประโยชน์อื่นใดจากการปฏิบัติหน้าที่ จากนั้นเป็นการบรรยายชี้แจงรายละเอียดหลักเกณฑ์ เป้าหมาย และแนวทางการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐ (ITA) ประจำปีงบประมาณ พ.ศ. 2569 โดย ผู้ช่วยศาสตราจารย์ ดร.ธีรยุทธ์ เพ็งชัย รองอธิการบดี เพื่อให้คณะผู้บริหาร คณาจารย์ และบุคลากรจากทุกหน่วยงานภายในมหาวิทยาลัยสามารถนำไปปฏิบัติได้อย่างถูกต้องและเป็นไปในทิศทางเดียวกัน

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการสร้างระบบบริหารจัดการที่โปร่งใสและมีธรรมาภิบาลในครั้งนี้ เกิดจากการบูรณาการความร่วมมือภายในองค์กรอย่างเข้มแข็ง นำโดย กองนโยบายและแผน (งานประกันคุณภาพการศึกษา) มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะหน่วยงานกำกับดูแลและขับเคลื่อนการประเมิน ทำงานร่วมกับ คณะผู้บริหาร มหาวิทยาลัย คณะวิชา สำนัก สถาบัน และหน่วยงานสนับสนุนภายในมหาวิทยาลัยทั้งหมด ควบคู่ไปกับการยึดโยงเกณฑ์การประเมิน ITA จาก สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (สำนักงาน ป.ป.ช.) ในฐานะหน่วยงานประเมินมาตรฐานระดับชาติ

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ คำประกาศเจตนารมณ์การบริหารงานด้วยความโปร่งใสและนโยบาย No Gift Policy ของมหาวิทยาลัยราชภัฏอุดรธานี จำนวน 1 ฉบับ ยิ่งไปกว่านั้น ยังเกิดกรอบแนวทางการดำเนินงานและคู่มือการเตรียมความพร้อมรับการประเมิน ITA ประจำปีงบประมาณ พ.ศ. 2569 สำหรับหน่วยงานภายใน ตลอดจนเกิดกลุ่มบุคลากรและผู้บริหารมหาวิทยาลัยที่ได้รับความรู้ความเข้าใจในหลักเกณฑ์การประเมินและแนวปฏิบัติในการป้องกันการทุจริตอย่างครอบคลุมทุกหน่วยงาน

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 2 มิติ ได้แก่:

มิติ SDG 16 (Peace, Justice and Strong Institutions - สันติภาพ การพัฒนาที่ยั่งยืน และสถาบันที่เข้มแข็ง): ลดการทุจริตและประมิชอบทุกรูปแบบอย่างมีนัยสำคัญ และพัฒนายกระดับสถาบันที่มีประสิทธิผล มีความรับผิดชอบ และโปร่งใสในทุกระดับ (Target 16.5 และ 16.6) การประกาศนโยบาย No Gift Policy และการขับเคลื่อนเกณฑ์ ITA ภายในมหาวิทยาลัย ช่วยสร้างกลไกการบริหารจัดการที่ตรวจสอบได้ ลดโอกาสการเกิดคอร์รัปชัน และเสริมสร้างวัฒนธรรมสุจริตให้แก่บุคลากรภาครัฐอย่างเป็นรูปธรรม

This institutional governance and anti-corruption initiative involved the organization of the "Kickoff ITA 2026" orientation meeting for the Integrity and Transparency Assessment of government agencies for fiscal year 2026, held on March 1, 2026, at Conference Room 2, Chalermprakiat Building, Udon Thani Rajabhat University. The assembly was presided over by President Asst. Prof. Dr. Khanisara Thansunthonsakul. The primary rationale of this intervention is to reinforce good governance, accountability, and anti-corruption standards within higher education institutions. Building an effective, transparent, and ethically grounded organization is essential to securing public trust and stakeholder confidence. Implementing a clear management commitment alongside a strict "No Gift Policy" serves as a strategic mechanism to prevent conflicts of interest and embed integrity into the organizational culture.

Activities & Operations

On March 1, 2026, the Educational Quality Assurance Unit under the Policy and Planning Division operationalized the project through an institutional alignment and policy briefing session. The key operational sequence began with the official declaration of management transparency and the enforcement of the "No Gift Policy" by the President, emphasizing zero tolerance for corrupt practices and the acceptance of unauthorized gifts or benefits. Subsequently, Vice President Asst. Prof. Dr. Teerayut Phengchai delivered a comprehensive briefing detailing the evaluation criteria, performance indicators, and operational procedures for the FY 2026 ITA assessment. This ensured that academic executives, faculty members, and administrative staff across all university departments aligned their practices with standardized governance framework.

Multi-Stakeholder Partnerships

The successful establishment of this transparent administrative system was driven by strong internal coalition and alignment with national standards. Spearheaded by the Policy and Planning Division (Educational Quality Assurance Unit) of Udon Thani Rajabhat University as the coordinating body, the initiative engaged internal stakeholders across all faculties, institutes, and administrative divisions. This internal alignment directly integrates guidelines from the National Anti-Corruption Commission (NACC), ensuring local university operations strictly comply with national public governance standards.

Project Outputs

As a direct outcome of these operational workflows, the university formally issued its Official Declaration of Management Transparency and No Gift Policy. Additionally, the project generated an institutional roadmap and compliance guideline for the FY 2026 ITA assessment tailored for internal faculties and offices. Ultimately, the initiative resulted in an informed network of university leaders and personnel equipped with precise knowledge regarding anti-corruption standards and transparent public service execution.

Outcomes

The project aims for comprehensive outcomes across 2 key dimensions:

SDG 16 (Peace, Justice and Strong Institutions): Substantially reduces corruption and bribery in all their forms while developing effective, accountable, and transparent institutions at all levels (Target 16.5 & 16.6). Enforcing the No Gift Policy and implementing the ITA framework structurally mitigates corruption risks, improves institutional oversight, and fosters an organizational climate of integrity and public accountability.
