พิธีลงนามบันทึกความเข้าใจ (MOU) ขับเคลื่อนการพัฒนาการเกษตรและทรัพยากรน้ำอย่างยั่งยืน ระหว่างสถาบันปิดทองหลังพระฯ และ มรภ.อุดรธานี

บริบทและเหตุผล (Context and Rationale) เมื่อวันที่ 2 ธันวาคม 2568 ณ ห้องประชุมสภามหาวิทยาลัย ชั้น 8 อาคารเฉลิมพระเกียรติ มหาวิทยาลัยราชภัฏอุดรธานี ได้มีการจัดประชุมและลงนามบันทึกความเข้าใจ (MOU) เพื่อขับเคลื่อนการพัฒนาผลผลิตทางการเกษตรและการบริหารจัดการทรัพยากรน้ำในจังหวัดอุดรธานีอย่างบูรณาการ โครงการนี้มีรากฐานสำคัญจากการบูรณาการงานวิจัย การพัฒนาเชิงพื้นที่ และการสานต่อโครงการอันเนื่องมาจากพระราชดำริ (Research and Innovation) โดยต่อยอดจากความสำเร็จของโครงการอ่างเก็บน้ำห้วยคล้าย (พ.ศ. 2555–2565) มีเป้าหมายเพื่อขับเคลื่อนพันธกิจด้านการจัดการความรู้ใน 4 ด้าน ได้แก่ แหล่งน้ำ การส่งเสริมอาชีพ สิ่งแวดล้อม และสุขภาพ โดยยึดหลักปรัชญาของเศรษฐกิจพอเพียงเป็นแกนกลางในการพัฒนา

กิจกรรมและการดำเนินงาน (Activities and Operations) ในการดำเนินกิจกรรมเมื่อวันที่ 2 ธันวาคม 2568 ทั้งสองหน่วยงานได้ร่วมหารือและกำหนดประเด็นความร่วมมือเชิงปฏิบัติการสำหรับการดำเนินงานร่วมกันในปีงบประมาณ 2569 ได้แก่ การพัฒนาคุณภาพดิน การยกระดับพืชมูลค่าสูง การเสริมสร้างความเข้มแข็งให้กองทุนและกลุ่มเกษตรกร การพัฒนาเกษตรหลังการจัดการน้ำ และการขยายผลการพัฒนาแหล่งน้ำขนาดเล็ก รวมถึงการจัดตั้งศูนย์เรียนรู้และพื้นที่ฝึกปฏิบัติเป็นต้นแบบการพัฒนาที่มีชีวิต กิจกรรมดังกล่าวมีความเชื่อมโยงอย่างแนบแน่นกับการจัดการเรียนการสอนและการบริการวิชาการ (Teaching & Outreach) โดยมหาวิทยาลัยจะเป็นฐานในการถ่ายทอดองค์ความรู้และเทคโนโลยีสู่ชุมชนและพื้นที่เป้าหมาย

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน) (Partnerships) ความสำเร็จของการจัดประชุมและลงนามในครั้งนี้ สะท้อนถึงการบริหารจัดการและการสนับสนุนทรัพยากรภายใน (Stewardship) ของมหาวิทยาลัยราชภัฏอุดรธานี และความเข้มแข็งของเครือข่ายความร่วมมือระดับชาติและภูมิภาค (Partnerships) ภายใต้การนำของ ผศ.ดร.คณิศรา ธัญสุนทรสกุล อธิการบดีมหาวิทยาลัยราชภัฏอุดรธานี, ดร.วิบูล เป็นสุข รองอธิการบดี, และ นายวรยุทธ เนาวรัตน์ ผู้อำนวยการสถาบันปิดทองหลังพระฯ ที่ประสานพลังเพื่อผลักดันการพัฒนาเชิงรูปธรรมในจังหวัดอุดรธานีและพื้นที่ขยายผล 22 จังหวัด

ผลลัพธ์ (Outcomes) โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 1 มิติ ได้แก่:

• มิติ SDG 17 (Partnerships for the Goals): โครงการ (จัดขึ้นเมื่อวันที่ 2 ธันวาคม 2568) เสริมสร้างความเข้มแข็งของหุ้นส่วนความร่วมมือเพื่อการพัฒนาที่ยั่งยืน ผ่านการลงนาม MOU ระหว่างสถาบันปิดทองหลังพระฯ และมหาวิทยาลัยราชภัฏอุดรธานี ในการบูรณาการองค์ความรู้ ทรัพยากร และนโยบายเพื่อยกระดับการจัดการผลผลิตทางการเกษตร การพัฒนาแหล่งน้ำขนาดเล็ก และการสร้างศูนย์เรียนรู้ชุมชนร่วมกันอย่างมีประสิทธิภาพ

Memorandum of Understanding (MOU) Signing Ceremony on Driving Sustainable Agricultural and Water Resource Development Between Pid Thong Lang Phra Foundation and UDRU

Context and Rationale On December 2, 2025, at the University Council Meeting Room, 8th Floor, Chalerm Phra Kiat Building, Udon Thani Rajabhat University, a meeting and Memorandum of Understanding (MOU) signing ceremony were held to drive the integrated development of agricultural production and water resource management in Udon Thani Province. The foundation of this project is rooted in area-based research, natural resource innovation, and the continuation of Royal Initiative projects (Research and Innovation). Building upon the success of the Huai Khlai Reservoir project (2012–2022), the initiative aims to advance knowledge management across four pillars: water resources, occupational promotion, environment, and health, utilizing the Sufficiency Economy Philosophy as the core developmental framework.

Activities and Operations Conducted on December 2, 2025, the session established key operational frameworks for joint implementation in the 2026 fiscal year. Key activities encompass soil quality development, promotion of high-value crops, strengthening of farmer groups and community funds, post-water management agriculture, expansion of small water source development, and the establishment of living learning centers for hands-on practice. This initiative connects directly with teaching, learning, and community outreach (Teaching & Outreach) by positioning the university as a central hub for transferring knowledge and innovations to local communities.

Partnerships The success of this collaboration reflects internal institutional stewardship (Stewardship) by Udon Thani Rajabhat University and robust national partnerships (Partnerships). Led by Asst. Prof. Dr. Kanitsara Thanyasoontornsakul, President of UDRU; Dr. Wiboon Pensook, Vice President; and Mr. Worayut Nawarut, Director of the Pid Thong Lang Phra Foundation, the partnership unites academic and developmental forces to achieve concrete sustainability in Udon Thani and 22 expanded target provinces.

Outcomes The project aims for outcomes covering 1 dimension, which is:

• SDG 17 Dimension (Partnerships for the Goals): The project (held on December 2, 2025) strengthens multi-stakeholder partnerships for sustainable development by formalizing the MOU between the Pid Thong Lang Phra Foundation and Udon Thani Rajabhat University. This collaboration effectively mobilizes and shares knowledge, expertise, and resources to support sustainable agricultural enhancement, water management, and community resilience.
