MOU ภายใต้กิจกรรมส่งเสริมทักษะเทคโนโลยีดิจิทัลและปัญญาประดิษฐ์

บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือ “พิธีลงนามบันทึกความร่วมมือ (MOU) ภายใต้กิจกรรมส่งเสริมทักษะเทคโนโลยีดิจิทัลและปัญญาประดิษฐ์ ควบคู่ทักษะภาษาอังกฤษ” ซึ่งจัดขึ้นเมื่อวันที่ 24 มีนาคม 2569 ณ ห้องประชุมชั้น 2 อาคาร 17 มหาวิทยาลัยราชภัฏอุดรธานี โดยได้รับเกียรติจาก ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี เป็นประธานกล่าวเปิดโครงการและร่วมลงนาม โครงการนี้มีเหตุผลความจำเป็นในการเตรียมความพร้อมนักศึกษาและคนรุ่นใหม่ให้มีสมรรถนะแห่งอนาคต (Future Skills) เพื่อรองรับการเปลี่ยนผ่านสู่ยุคดิจิทัลอย่างก้าวกระโดด โดยการบูรณาการความรู้ด้านเทคโนโลยีดิจิทัล ปัญญาประดิษฐ์ (AI) และภาษาอังกฤษ เข้าด้วยกัน การพัฒนาทักษะแบบรอบด้านนี้นอกจากจะช่วยยกระดับขีดความสามารถในการแข่งขันในตลาดแรงงานแล้ว ยังมุ่งเน้นการประยุกต์ใช้นวัตกรรมเพื่อแก้ไขปัญหาและพัฒนาคุณภาพชีวิตของชุมชนท้องถิ่นอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 24 มีนาคม 2569 กระบวนการดำเนินงานได้เริ่มต้นด้วยพิธีลงนามบันทึกข้อตกลงความร่วมมืออย่างเป็นทางการระหว่างมหาวิทยาลัยและภาคีเครือข่ายความร่วมมือทุกภาคส่วน ภายใต้กรอบความร่วมมือหลักนี้ ได้มีการขับเคลื่อนชุดกิจกรรมรวมทั้งสิ้น 19 โครงการย่อย กิจกรรมหลักมุ่งเน้นการจัดอบรมเชิงปฏิบัติการ การถ่ายทอดเทคโนโลยี และการฝึกฝนทักษะการใช้ปัญญาประดิษฐ์และภาษาอังกฤษเพื่อการสื่อสารและการทำงานจริง ตลอดจนการส่งเสริมนักศึกษาให้นำองค์ความรู้และประสบการณ์ลงพื้นที่ปฏิบัติการร่วมกับชุมชน เพื่อร่วมกันออกแบบและสร้างสรรค์นวัตกรรมดิจิทัลที่ตอบโจทย์การแก้ไขปัญหาความต้องการของท้องถิ่นอย่างเป็นรูปธรรม

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการสร้างระบบนิเวศการเรียนรู้และนวัตกรรมเพื่อชุมชนในครั้งนี้ เกิดจากการบูรณาการความร่วมมือพหุภาคีที่ครอบคลุมทุกมิติ นำโดย มหาวิทยาลัยราชภัฏอุดรธานี ทำงานร่วมกับหน่วยงานภาคีเครือข่ายรวม 21 หน่วยงาน ประกอบด้วย หน่วยงานราชการระดับท้องถิ่น, โรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.), วิสาหกิจชุมชน, ชุมชนท้องถิ่น และสถานศึกษาในพื้นที่รวม 16 โรงเรียน ซึ่งกลไกความร่วมมือนี้ช่วยสร้างสะพานเชื่อมโยงระหว่างสถาบันอุดมศึกษา ภาครัฐ ภาคสุขภาพ ภาคเศรษฐกิจฐานราก และโรงเรียนในท้องถิ่น เพื่อขับเคลื่อนการพัฒนาอย่างยั่งยืนร่วมกัน

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ บันทึกความร่วมมือทางวิชาการและการพัฒนาชุมชนที่ลงนามร่วมกับ 21 หน่วยงานภาคีเครือข่าย ยิ่งไปกว่านั้น ยังเกิดชุดโครงการพัฒนาทักษะดิจิทัลและ AI รวมทั้งสิ้น 19 โครงการย่อย ตลอดจนเกิดผลงานนวัตกรรมดิจิทัลเพื่อการแก้ปัญหาชุมชน และเครือข่ายความร่วมมือระหว่างมหาวิทยาลัยกับโรงเรียนทั้ง 16 แห่ง และองค์กรท้องถิ่น ที่พร้อมเป็นฐานปฏิบัติการเรียนรู้และพัฒนากำลังคนของภูมิภาคในระยะยาว

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 3 มิติ ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): เพิ่มจำนวนเยาวชนและผู้ใหญ่ที่มีทักษะที่จำเป็น รวมถึงทักษะทางเทคนิคและอาชีพ สำหรับการจ้างงานและการเป็นผู้ประกอบการ (Target 4.4) การส่งเสริมทักษะดิจิทัล ปัญญาประดิษฐ์ และภาษาอังกฤษ ซึ่งเป็นคุณลักษณะสำคัญของบัณฑิตในศตวรรษที่ 21 ช่วยยกระดับคุณภาพการจัดการศึกษา และขยายโอกาสการเรียนรู้ให้แก่สถานศึกษาภาคีทั้ง 16 แห่งในพื้นที่

มิติ SDG 9 (Industry, Innovation, and Infrastructure - อุตสาหกรรม นวัตกรรม และโครงสร้างพื้นฐาน): ส่งเสริมการวิจัย พัฒนานวัตกรรม และเพิ่มการเข้าถึงเทคโนโลยีดิจิทัล (Target 9.b และ 9.c) โดยการสนับสนุนให้นักศึกษานำเทคโนโลยีดิจิทัลและปัญญาประดิษฐ์มาประยุกต์สร้างสรรค์เป็นนวัตกรรมเพื่อแก้ไขปัญหาและพัฒนาชุมชน ช่วยสร้างรากฐานเทคโนโลยีที่เข้มแข็งในระดับท้องถิ่น

มิติ SDG 17 (Partnerships for the Goals - ความร่วมมือเพื่อการพัฒนาที่ยั่งยืน): เสริมสร้างความเข้มแข็งของหุ้นส่วนความร่วมมือเพื่อการพัฒนาที่ยั่งยืน ผ่านความร่วมมือพหุภาคีระหว่างภาครัฐ การศึกษา ภาคสุขภาพ และชุมชน (Target 17.16 และ 17.17) การผนึกกำลังร่วมกับ 21 หน่วยงานภาคีเครือข่าย เป็นกลไกสำคัญในการระดมและแบ่งปันองค์ความรู้ ทรัพยากร และเทคโนโลยี เพื่อการพัฒนาท้องถิ่นอย่างเป็นระบบและยั่งยืน

Udon Thani Rajabhat University Signs Multi-Sectoral MOUs to Advance Digital Technology, AI, and English Skills for Community-Driven Innovation

Udon Thani Rajabhat University executes strategic Memorandums of Understanding (MOUs) across 19 sub-projects with 21 regional partner organizations to integrate digital technologies, artificial intelligence, and English proficiency, empowering students to drive community-based innovative development.

Context & Rationale

This multi-sectoral technology and community development initiative involved the official execution of the "MOU Signing Ceremony under the Digital Technology, Artificial Intelligence, and English Language Skills Enhancement Program," conducted on March 24, 2026, at the 2nd Floor Conference Room, Building 17, Udon Thani Rajabhat University. The ceremony was presided over and officially opened by President Asst. Prof. Dr. Khanisara Thansunthonsakul. The primary rationale of this strategic intervention is to equip university students and regional youth with essential future skills required for the rapidly evolving digital labor market. Integrating digital competencies, AI capabilities, and English language proficiency empowers students to transform theoretical knowledge into actionable, community-based digital innovations that address local socioeconomic challenges sustainably.

Activities & Operations

On March 24, 2026, the institutional operations were launched through the signing of formal partnership agreements across 19 specialized sub-projects. The operational framework encompasses hands-on workshops and technology transfer sessions focused on practical AI applications and professional English communication. Furthermore, the project workflows directly engage students in field-based problem-solving operations alongside local community stakeholders. This enables students to co-design and deploy localized digital tools, data solutions, and tech-driven innovations that address specific needs within partner schools, health centers, and community enterprises.

Multi-Stakeholder Partnerships

The successful establishment of this collaborative innovation ecosystem was anchored on a broad multi-stakeholder partnership framework. Spearheaded by Udon Thani Rajabhat University, the coalition integrates 21 diverse partner organizations. This includes local government entities, Sub-district Health Promoting Hospitals, community enterprises, local community groups, and an academic network of 16 regional schools. This cross-sectoral alliance bridges higher education, public administration, healthcare, local business, and basic education sectors to build a sustainable mechanism for regional human capital and technological development.

Project Outputs

As a direct outcome of these strategic operations, formal Memorandums of Understanding (MOUs) were successfully executed with 21 partner organizations across 19 targeted sub-project frameworks. Additionally, the initiative produced student-led digital and AI innovation prototypes designed for community applications. Ultimately, the project institutionalized an active collaborative network connecting the university with 16 local schools and municipal entities, providing a permanent regional hub for digital literacy and future skills training.

Outcomes

The project aims for comprehensive outcomes across 3 key dimensions:

SDG 4 (Quality Education): Substantially increases the number of youth and adults with relevant technical and vocational skills, including advanced digital and linguistic competencies, for employment and decent jobs (Target 4.4). Cultivating 21st-century graduate skills and extending learning resources to 16 partner schools significantly enhances the quality and accessibility of regional education.

SDG 9 (Industry, Innovation, and Infrastructure): Enhances scientific research and technological capabilities while fostering domestic technology development and innovation (Target 9.b). Facilitating student-led digital and AI innovations tailored for local development strengthens community-level technological infrastructure and problem-solving capacities.

SDG 17 (Partnerships for the Goals): Enhances multi-stakeholder partnerships that mobilize and share knowledge, expertise, technology, and financial resources to support the achievement of sustainable development goals (Target 17.16 & 17.17). Aligning UDRU with 21 local public, private, health, and educational institutions creates a robust, scalable framework for driving inclusive regional progress.
