ต้อนรับคณะผู้แทนจากสถานกงสุลใหญ่ฯ

บริบทและเหตุผล

การดำเนินงานในครั้งนี้เป็นการเดินทางเยือนและหารือความร่วมมือทางการศึกษาอย่างเป็นทางการของคณะผู้แทนจากสถานกงสุลใหญ่สาธารณรัฐสังคมนิยมเวียดนาม ณ จังหวัดขอนแก่น เมื่อวันที่ 21 กรกฎาคม 2568 ณ มหาวิทยาลัยราชภัฏอุดรธานี โดยมีเหตุผลความจำเป็นในการกระชับความสัมพันธ์ทางการทูต พัฒนาเครือข่ายความร่วมมือทางวิชาการและวัฒนธรรมระหว่างประเทศ ตลอดจนร่วมกันวางแนวทางการพัฒนาทรัพยากรมนุษย์อย่างยั่งยืนระหว่างสถาบันอุดมศึกษาของไทยและสถาบันการศึกษาของสาธารณรัฐสังคมนิยมเวียดนามในอนาคต

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 21 กรกฎาคม 2568 กิจกรรมเริ่มต้นด้วยพิธีต้อนรับคณะผู้แทนอย่างเป็นทางการและการประชุมหารือกรอบความร่วมมือในอนาคต ทั้งในด้านภาษา การศึกษา และวัฒนธรรม ณ ห้องประชุมชั้น 8 อาคารเฉลิมพระเกียรติ โดยมี ผศ.ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี เป็นประธานกล่าวต้อนรับและนำเสนอภาพรวมการดำเนินงานของมหาวิทยาลัย ต่อจากนั้น คณะผู้ทำงานได้นำคณะผู้แทนเข้าเยี่ยมชมศูนย์เวียดนามศึกษา พร้อมร่วมรับฟังการรายงานและการบรรยายเกี่ยวกับการจัดการเรียนการสอนภาษาเวียดนามในระดับมัธยมศึกษาจากโรงเรียนสาธิตมหาวิทยาลัยราชภัฏอุดรธานี ก่อนจะเดินทางต่อไปยังศูนย์ออกแบบสร้างสรรค์ผ้าและสิ่งทอ (FTCDC) เพื่อเยี่ยมชมและศึกษาดูงานผลงานนวัตกรรมการออกแบบสิ่งทอเชิงสร้างสรรค์ของมหาวิทยาลัย

ความสำเร็จของการสร้างความร่วมมือระดับนานาชาติในครั้งนี้ เกิดขึ้นจากการทำงานร่วมกันอย่างใกล้ชิดระหว่าง สถานกงสุลใหญ่สาธารณรัฐสังคมนิยมเวียดนาม ณ จังหวัดขอนแก่น นำโดย ท่านดิ่ง หว่าง ลิงห์ กงสุลใหญ่ฯ พร้อมคณะผู้แทน ร่วมกับ มหาวิทยาลัยราชภัฏอุดรธานี นำโดย ผศ.ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี พร้อมคณะผู้บริหาร คณาจารย์ และบุคลากรส่วนงานวิเทศสัมพันธ์ ยิ่งไปกว่านั้น ยังได้รับการสนับสนุนการดำเนินงานในส่วนพื้นที่ศึกษาดูงานจาก โรงเรียนสาธิตมหาวิทยาลัยราชภัฏอุดรธานี (กลุ่มผู้บริหารและครูผู้สอนภาษาเวียดนาม) ศูนย์เวียดนามศึกษา และศูนย์ออกแบบสร้างสรรค์ผ้าและสิ่งทอ (FTCDC)

ผลผลิตจากโครงการ

จากการต้อนรับและหารือความร่วมมือดังกล่าว ส่งผลให้เกิดกรอบแนวทางและข้อสรุปเบื้องต้นในการพัฒนาความร่วมมือด้านภาษา การศึกษา และวัฒนธรรมร่วมกันระหว่างสองประเทศในอนาคต ยิ่งไปกว่านั้น คณะทำงานของโรงเรียนสาธิตฯ ได้เกิดการแลกเปลี่ยนเรียนรู้และนำเสนอแนวปฏิบัติที่ดีในการจัดการเรียนการสอนภาษาเวียดนามในระดับมัธยมศึกษาแก่คณะผู้แทนระดับสากล ตลอดจนผลงานนวัตกรรมและภูมิปัญญาผ้าทอของศูนย์ออกแบบสร้างสรรค์ผ้าและสิ่งทอ (FTCDC) ได้รับการเผยแพร่ ประชาสัมพันธ์ และจัดแสดงสู่สายตาของคณะผู้แทนทางการทูตระดับนานาชาติ

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 3 มิติ ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ยกระดับการจัดการเรียนการสอนภาษาต่างประเทศ (ภาษาเวียดนาม) ตั้งแต่ระดับมัธยมศึกษาจนถึงอุดมศึกษา ผ่านการสนับสนุนเชิงนโยบายและวิชาการร่วมกันระหว่างสองประเทศ ส่งเสริมศักยภาพทางการศึกษาและการแลกเปลี่ยนเรียนรู้ระหว่างวัฒนธรรมที่ได้มาตรฐาน

มิติ SDG 8 (Decent Work and Economic Growth - การจ้างงานที่มีคุณค่าและการเติบโตทางเศรษฐกิจ): พัฒนาทักษะทุนมนุษย์และสมรรถนะทางภาษา วัฒนธรรม รวมถึงนวัตกรรมสิ่งทอให้แก่เยาวชนและบุคลากรท้องถิ่น ซึ่งเป็นปัจจัยสำคัญในการเพิ่มโอกาสทางอาชีพในสายงานต่างประเทศและการเติบโตทางเศรษฐกิจที่เชื่อมโยงในระดับภูมิภาคอาเซียน

มิติ SDG 17 (Partnerships for the Goals - ความร่วมมือเพื่อการพัฒนาที่ยั่งยืน): พัฒนาเครือข่ายความร่วมมือทางการทูต วิชาการ และวัฒนธรรมที่แน่นแฟ้น ระหว่างหน่วยงานภาครัฐระดับนานาชาติ (สถานกงสุลใหญ่เวียดนามฯ) และสถาบันอุดมศึกษาในภูมิภาค เพื่อร่วมกันขับเคลื่อนเป้าหมายการพัฒนาทรัพยากรมนุษย์ที่ยั่งยืนร่วมกัน

Udon Thani Rajabhat University Welcomes Delegates from the Consulate General of the Socialist Republic of Vietnam

Context & Rationale

This international initiative involved an official diplomatic and academic visit by the delegation from the Consulate General of the Socialist Republic of Vietnam in Khon Kaen, conducted on July 21, 2025, at Udon Thani Rajabhat University. The primary rationale of this diplomatic encounter is to strengthen bilateral relations, foster cross-border educational collaborative networks, and exchange cultural insights. Ultimately, the partnership aims to establish mutual strategic frameworks for sustainable human resource development between a Thai higher education institution and the representative entities of the Socialist Republic of Vietnam.

Activities & Operations

On July 21, 2025, a series of high-level welcoming and field operations were smoothly executed. The visit commenced with an official welcoming ceremony and a bilateral discussion regarding future frameworks in language, education, and culture at the 8th Floor Conference Room, Chalermprakiat Building, presided over by President Asst. Prof. Dr. Khanisara Thansunthonsakul. Following the session, the delegation was guided on a site visit to the university's Center of Vietnamese Studies, where they attended a pedagogical presentation on secondary-level Vietnamese language instruction delivered by the Udon Thani Rajabhat University Demonstration School. The visit concluded with a technical tour at the Fabric and Textile Creative Design Center (FTCDC) to observe the university's innovative local textile designs and creative masterworks.

Multi-Stakeholder Partnerships

The successful establishment of this international alliance was anchored on a multi-stakeholder collaboration bridging diplomatic and academic bodies. The international core was led by the Consulate General of the Socialist Republic of Vietnam in Khon Kaen, under the leadership of Consul General Mr. Dinh Hoang Linh and his official delegation. This diplomatic block worked in tandem with Udon Thani Rajabhat University, led by President Asst. Prof. Dr. Khanisara Thansunthonsakul, alongside executive board members, international affairs personnel, and faculty. Additionally, the operational ground-level support was reinforced by the Udon Thani Rajabhat University Demonstration School (management and language educators), the Center of Vietnamese Studies, and the Fabric and Textile Creative Design Center (FTCDC).

Project Outputs

As a direct result of these operational efforts, a preliminary framework and conceptual guidelines for future bilateral cooperation in language, education, and culture were successfully established. Furthermore, the academic team of the Demonstration School effectively shared local educational insights regarding secondary-level Vietnamese pedagogy with high-level international dignitaries. Ultimately, local woven fabric innovations and creative designs from the FTCDC were successfully publicized and exhibited to an international diplomatic audience, expanding the university's creative visibility.

Outcomes

The project aims for comprehensive outcomes across 3 key dimensions:

SDG 4 (Quality Education): Enhances foreign language instruction (Vietnamese) from secondary to higher education levels through prospective academic and policy support between both nations, promoting standardized global citizenship education.

SDG 8 (Decent Work and Economic Growth): Equips regional youth and personnel with competitive global linguistic, cultural, and textile-innovation competencies, facilitating broader cross-border career opportunities and regional economic integration within ASEAN.

SDG 17 (Partnerships for the Goals): Cultivates a robust and sustainable international partnership linking a sovereign diplomatic mission (The Vietnamese Consulate General) with a regional higher education institution to achieve shared and sustainable human capital development goals.
