ต้อนรับ ผู้บริหารจากมหาวิทยาลัยกว๋างบิ่ง

บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือพิธีต้อนรับคณะผู้บริหารระดับสูงและพิธีลงนามบันทึกความเข้าใจ (MOU) ความร่วมมือทางวิชาการระหว่างประเทศ ซึ่งจัดขึ้นเมื่อวันที่ 15 ธันวาคม 2568 ณ ห้องประชุมชั้น 8 อาคารเฉลิมพระเกียรติฯ มหาวิทยาลัยราชภัฏอุดรธานี โดยมีเหตุผลความจำเป็นในการต่อยอดและเสริมสร้างความเข้มแข็งให้แก่เครือข่ายพันธมิตรทางการศึกษาที่ได้เริ่มต้นร่วมกันมาตั้งแต่ปี พ.ศ. 2563 การต่ออายุบันทึกความเข้าใจในครั้งนี้ถือเป็นการยืนยันเจตนารมณ์ร่วมกันในการขับเคลื่อนการพัฒนาทางวิชาการ การวิจัย และการแลกเปลี่ยนองค์ความรู้ระหว่างสถาบันอุดมศึกษาของประเทศไทยและสาธารณรัฐสังคมนิยมเวียดนามอย่างเป็นรูปธรรม มุ่งเปิดโอกาสให้คณาจารย์ นักวิจัย และนักศึกษาได้แลกเปลี่ยนประสบการณ์เพื่อยกระดับมาตรฐานการศึกษาให้เติบโตอย่างมั่นคงและยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 15 ธันวาคม 2568 กิจกรรมสำคัญเริ่มต้นด้วยพิธีต้อนรับคณะผู้แทนจากต่างประเทศอย่างเป็นทางการ ณ ห้องประชุมชั้น 8 อาคารเฉลิมพระเกียรติฯ โดย ผศ.ดร.คณิศรา ธัญสุนทรสกุล อธิการบดีมหาวิทยาลัยราชภัฏอุดรธานี ได้กล่าวต้อนรับ รองศาสตราจารย์ ดร.เหงียน ดึ๊ก เวือง อธิการบดีมหาวิทยาลัยกว๋างบิ่ง พร้อมคณะผู้บริหาร จากนั้นได้เข้าสู่พิธีลงนามบันทึกความเข้าใจ (MOU) ร่วมกันอย่างเป็นทางการ โดยมีกรอบระยะเวลาการดำเนินงานที่มุ่งเน้นการจัดกิจกรรมเชิงปฏิบัติการร่วมกัน อาทิ การแลกเปลี่ยนนักวิชาการ คณาจารย์ และบุคลากรด้านการวิจัย การดำเนินโครงการวิจัยร่วมกันในหลากหลายสาขา การสนับสนุนการแลกเปลี่ยนสารสนเทศทางวิชาการ เช่น บทความวิจัย หนังสือ และวารสาร ตลอดจนการผลักดันบุคลากรของทั้งสองสถาบันให้เข้าร่วมการประชุมวิชาการทั้งในระดับชาติและนานาชาติที่จัดขึ้นโดยสถาบันภาคี

ความสำเร็จในการยกระดับความร่วมมือข้ามพรมแดนในครั้งนี้ เกิดขึ้นจากการประสานงานและความเคารพซึ่งกันและกันระหว่างสองสถาบันอุดมศึกษาชั้นนำ ประกอบด้วย มหาวิทยาลัยราชภัฏอุดรธานี นำโดย ผศ.ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี พร้อมด้วยคณะผู้บริหาร คณาจารย์ และเจ้าหน้าที่ส่วนงานวิเทศสัมพันธ์ ทำงานร่วมกับ มหาวิทยาลัยกว๋างบิ่ง (Quảng Bình University) สาธารณรัฐสังคมนิยมเวียดนาม นำโดย รองศาสตราจารย์ ดร.เหงียน ดึ๊ก เวือง อธิการบดี พร้อมด้วยคณะผู้บริหารและคณาจารย์ผู้ทรงคุณวุฒิจากประเทศเวียดนาม

ผลผลิตจากโครงการ

จากการลงนามและหารือความร่วมมือดังกล่าว ส่งผลให้เกิดข้อตกลงและพันธสัญญาที่เป็นลายลักษณ์อักษรในการต่ออายุบันทึกความเข้าใจ (MOU) ระหว่างมหาวิทยาลัยราชภัฏอุดรธานีและมหาวิทยาลัยกว๋างบิ่ง ยิ่งไปกว่านั้น ยังเกิดกรอบแนวทางที่ชัดเจนในการแลกเปลี่ยนทรัพยากรบุคคล บุคลากรทางการศึกษา และสารสนเทศทางวิชาการ (เช่น เอกสารงานวิจัย วารสาร และหนังสือ) ระหว่างสองประเทศ ตลอดจนเกิดช่องทางและกลไกเชิงระบบในการส่งเสริมให้คณาจารย์ นักวิจัย และนักศึกษาของทั้งสองมหาวิทยาลัยสามารถเข้าถึงแพลตฟอร์มการประชุมวิชาการและการพัฒนางานวิจัยในระดับสากลร่วมกัน

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ยกระดับคุณภาพและมาตรฐานการศึกษาระดับอุดมศึกษาผ่านความร่วมมือระหว่างประเทศที่เข้มแข็ง ส่งเสริมโอกาสในการเข้าถึงการเรียนรู้และการพัฒนาวิชาชีพที่เท่าเทียมของคณาจารย์และนักศึกษา การแลกเปลี่ยนองค์ความรู้ นวัตกรรม และสารสนเทศทางวิชาการข้ามพรมแดนในครั้งนี้ มีส่วนสำคัญในการพัฒนาหลักสูตร การวิจัย และทักษะความเป็นพลเมืองโลก (Global Citizenship) ที่จะช่วยขับเคลื่อนคุณภาพการศึกษาของทั้งสองสถาบันให้สอดคล้องกับมาตรฐานสากล

Udon Thani Rajabhat University Renews Strategic MOU with Quảng Bình University to Strengthen Transnational Academic and Research Frameworks

On December 15, 2025, President Asst. Prof. Dr. Khanisara Thansunthonsakul officially welcomed Assoc. Prof. Dr. Nguyen Duc Vuong, Rector of Quảng Bình University, Vietnam, for an official MOU signing ceremony to advance cross-border academic, research, and collaborative knowledge exchange.

Context & Rationale

This international academic initiative involved an official welcoming ceremony and the formal renewal of a Memorandum of Understanding (MOU) between two leading higher education institutions, conducted on December 15, 2025, at the 8th Floor Conference Room, Chalermprakiat Building, Udon Thani Rajabhat University. The primary rationale of this diplomatic and academic engagement is to expand and reinforce the cross-border educational alliance that originally commenced in 2020. This updated framework reaffirms a mutual commitment to driving tangible advancements in joint research, academic excellence, and knowledge exchange between Thailand and the Socialist Republic of Vietnam. Ultimately, the partnership aims to broaden professional horizons for faculty, researchers, and students, allowing them to share scholastic insights and sustainably elevate regional higher education standards.

Activities & Operations

On December 15, 2025, a sequence of high-level academic and administrative operations were successfully carried out. The event opened with an official welcoming address delivered by President Asst. Prof. Dr. Khanisara Thansunthonsakul to honor Assoc. Prof. Dr. Nguyen Duc Vuong, Rector of Quảng Bình University, and his executive delegation. Following the reception, both institutions entered into the official signing ceremony of the Memorandum of Understanding. This strategic agreement establishes operational roadmaps for a variety of upcoming collaborative activities, including the bilateral exchange of scholars, faculty members, and researchers, the execution of interdisciplinary joint research projects, the mutual sharing of academic resources—such as research papers, textbooks, and scholarly journals—and the proactive encouragement of institutional personnel to participate in national and international academic conferences hosted by both universities.

Multi-Stakeholder Partnerships

The successful implementation and continuity of this transnational partnership relied on a solid cooperative framework built on mutual respect between the two higher education institutions. The host alliance was led by Udon Thani Rajabhat University, under the leadership of President Asst. Prof. Dr. Khanisara Thansunthonsakul, alongside executive board members, international relations officers, and faculty members. This block worked in direct coordination with Quảng Bình University from the Socialist Republic of Vietnam, led by Rector Assoc. Prof. Dr. Nguyen Duc Vuong, accompanied by his senior administrative officers and distinguished academic delegates.

Project Outputs

As a direct outcome of these strategic operations, a legally recognized and renewed Memorandum of Understanding (MOU) was successfully executed between Udon Thani Rajabhat University and Quảng Bình University. Furthermore, clearer structural frameworks were established to facilitate the systemic exchange of human capital, educational personnel, and academic publications (including research articles, journals, and books) between the two countries. Ultimately, the agreement yielded formalized channels and cooperative platforms, enabling faculty members, researchers, and students from both universities to participate in joint international conferences and advanced collaborative research initiatives.
