บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการจัดมหกรรมเสริมศักยภาพคนธรรมดีภายใต้ชื่องาน “คนอุดรทำเพื่อคนอุดรธานี” ครั้งที่ 1 ซึ่งจัดขึ้นเมื่อวันที่ 26 ธันวาคม 2568 ณ ห้องประชุมชั้น 2 อาคาร 17 มหาวิทยาลัยราชภัฏอุดรธานี โดยมีพิธีเปิดอย่างเป็นทางการซึ่งได้รับเกียรติจาก พันตำรวจโทประวุธ วงศ์สีนิล อธิการบดีกรมราชทัณฑ์ เป็นประธานในพิธี โครงการนี้จัดขึ้นโดยมีเหตุผลความจำเป็นเพื่อเป็นเวทีแห่งโอกาสในการเสริมสร้างศักยภาพทุนมนุษย์ ขจัดความเหลื่อมล้ำ และส่งเสริมการให้โอกาสทางการศึกษาและการพัฒนาทักษะอาชีพแก่กลุ่มผู้ต้องขัง ผู้พ้นโทษ ตลอดจนครอบครัวเปราะบางในพื้นที่ภาคตะวันออกเฉียงเหนือ ผ่านระบบและกระบวนการเรียนรู้ที่มีความยืดหยุ่น เพื่อคืนคนดีสู่สังคมอย่างมีคุณภาพและสร้างความเข้มแข็งให้แก่ชุมชนฐานรากอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 26 ธันวาคม 2568 ได้มีการจัดพิธีเปิดมหกรรมอย่างยิ่งใหญ่ โดย ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล รักษาราชการแทนอธิการบดีมหาวิทยาลัยราชภัฏอุดรธานี ได้กล่าวต้อนรับประธานและผู้มีเกียรติ พร้อมนำเสนอวัตถุประสงค์หลักของงาน ภายในมหกรรมประกอบด้วยการนำเสนอนิทรรศการและผลงานภายใต้ "โครงการนวัตกรรมการจัดการเรียนรู้ที่ยืดหยุ่นสำหรับผู้ต้องขังและครอบครัวเปราะบาง" การจัดเสวนาวิชาการเพื่อแลกเปลี่ยนแนวทางการพัฒนาศักยภาพผู้พ้นโทษ ตลอดจนกิจกรรมสร้างเครือข่ายความร่วมมือและการจับคู่โอกาสงานและการศึกษา เพื่อเตรียมความพร้อมให้แก่กลุ่มเป้าหมายสามารถกลับคืนสู่สังคมและพึ่งพาตนเองได้อย่างมีศักดิ์ศรี

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จของการขับเคลื่อนมิติทางสังคมในครั้งนี้ เกิดจากการบูรณาการอย่างไร้รอยต่อระหว่างหน่วยงานภาครัฐ ภาคเอกชน ภาควิชาการ และภาคประชาสังคม นำโดย มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น ร่วมกับ กรมราชทัณฑ์ โดย พันตำรวจโทประวุธ วงศ์สีนิล อธิบดีกรมราชทัณฑ์ และกองทุนเพื่อความเสมอภาคทางการศึกษา (กสศ.) พร้อมด้วยเครือข่ายความร่วมมือจากทุกภาคส่วนในจังหวัดอุดรธานีและส่วนภูมิภาคที่ร่วมเป็นภาคีขับเคลื่อนโครงการอย่างเป็นรูปธรรม

ผลผลิตจากโครงการ

จากการดำเนินงานดังกล่าว ส่งผลให้เกิดกลไกและการจัดมหกรรมเชิงวิชาการและวิชาชีพที่สามารถสร้างความตระหนักรู้แก่สังคมในการให้โอกาสแก่ผู้พ้นโทษและครอบครัวเปราะบาง ยิ่งไปกว่านั้น ยังเกิดโมเดลนวัตกรรมการจัดการเรียนรู้ที่ยืดหยุ่น (Flexible Learning) ที่ได้รับการยอมรับและนำไปประยุกต์ใช้ในการพัฒนาทักษะชีวิตและทักษะอาชีพแก่กลุ่มเป้าหมาย ตลอดจนเกิดฐานข้อมูลและเครือข่ายความร่วมมือที่เหนียวแน่นระหว่างมหาวิทยาลัย กรมราชทัณฑ์ กสศ. และผู้ประกอบการ เพื่อร่วมกันรองรับการสร้างอาชีพและการศึกษาต่อในอนาคต

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 2 มิติ ได้แก่:

มิติ SDG 10 (Reduced Inequalities - ลดความเหลื่อมล้ำ): ส่งเสริมความเสมอภาคและลดช่องว่างทางสังคม (Target 10.2) โดยการเปิดโอกาสทางการศึกษา การพัฒนาอาชีพ และการเข้าถึงฐานทรัพยากรความรู้ให้แก่กลุ่มผู้ต้องขัง ผู้พ้นโทษ และครอบครัวเปราะบาง ซึ่งเป็นกลุ่มประชากรที่มักถูกกีดกันทางสังคม ช่วยให้พวกเขามีทักษะความรู้ที่เท่าเทียม สามารถพึ่งพาตนเองทางเศรษฐกิจ และมีศักดิ์ศรีความเป็นมนุษย์อย่างเสมอภาคในสังคม

มิติ SDG 16 (Peace, Justice, and Strong Institutions - สังคมสงบสุข ยุติธรรม และสถาบันที่เข้มแข็ง): สนับสนุนกระบวนการยุติธรรมและการแก้ไขฟื้นฟูผู้กระทำผิดอย่างยั่งยืน โดยการสร้างระบบรองรับการกลับคืนสู่สังคม (Reintegration) เพื่อลดอัตราการกระทำผิดซ้ำ ยืนหยัดในหลักการไม่ทิ้งใครไว้ข้างหลัง อีกทั้งเป็นการสร้างสถาบันการศึกษาเพื่อท้องถิ่นที่ทำหน้าที่เป็นกลไกกลางที่มีประสิทธิภาพ โปร่งใส และมีส่วนร่วมในการคุ้มครองดูแลความปลอดภัยและสันติสุขของชุมชน

Udon Thani Rajabhat University Hosts the 1st "Udon People for Udon Thani" Expo to Empower Vulnerable Groups and Rehabilitated Citizens Through Flexible Learning Innovations (Advancing SDG 10 | SDG 16)

Udon Thani Rajabhat University organizes the opening ceremony of the 1st "Udon People for Udon Thani" Expo, dedicated to advancing human capital development and creating educational and career opportunities for inmates, post-release individuals, and vulnerable families.

Context & Rationale

This social and academic initiative centered on the grand opening of the 1st "Khon Udon Tham Phuea Khon Udon Thani" (Udon People for Udon Thani) Expo, held on December 26, 2025, at the 2nd Floor Conference Room, Building 17, Udon Thani Rajabhat University. The official ceremony was honored by the presence of Police Colonel Pravut Vongsaneenil, Director-General of the Department of Corrections, who presided over the event. The primary rationale of this project is to create an empowering public platform aimed at enhancing human capital, reducing socio-educational disparities, and providing career and learning opportunities for inmates, post-release individuals, and vulnerable families across the northeastern region. By deploying flexible and innovative learning models, the initiative drives the sustainable rehabilitation of citizens, reinforcing local grassroots socio-economic security.

Activities & Operations

On December 26, 2025, a series of strategic operations were successfully executed. The expo commenced with an official welcoming address by Asst. Prof. Dr. Khanisara Thansunthonsakul, Acting President of Udon Thani Rajabhat University, highlighting the institution's commitment to social inclusion. The expo integrated public exhibitions showcasing the milestones of the "Flexible Learning Management Innovations for Inmates and Vulnerable Families" project. Concurrently, academic panels were organized to co-develop adaptive rehabilitation strategies, complemented by multi-stakeholder networking sessions and career-matching workshops designed to ensure that the targeted groups can smoothly transition back into the workforce and community with absolute dignity.

Multi-Stakeholder Partnerships

The successful realization of this high-impact social project relied on a powerful multi-stakeholder alliance bridging governmental, academic, financial, and private sectors. The academic core was led by Udon Thani Rajabhat University, acting as a higher education institution dedicated to regional development. This block worked in direct partnership with the national regulatory body, the Department of Corrections, led by Director-General Police Colonel Pravut Vongsaneenil, and the Equitable Education Fund (EEF). Additionally, the operational core was widely supported by a diverse network of public offices, private entrepreneurs, and civil society organizations within Udon Thani province and the broader northeast region.

Project Outputs

As a direct outcome of these collaborative operations, an institutionalized expo and public forum were successfully established, actively transforming public awareness toward supporting marginalized citizens. Furthermore, the initiative generated validated "Flexible Learning" modules specifically engineered to practicalize life skills and vocational proficiencies for vulnerable target groups. Ultimately, it yielded a synchronized network database linking the university, the Department of Corrections, the EEF, and local employers to sustain future employment and continuous educational access for rehabilitated individuals.

Outcomes

The project aims for comprehensive outcomes across 2 key dimensions:

SDG 10 (Reduced Inequalities): Promotes social, economic, and political inclusion for all (Target 10.2) by offering equal educational pathways, vocational empowerment, and knowledge access to inmates, post-release individuals, and vulnerable families who are traditionally marginalized. This ensures equal opportunity, narrows socio-economic disparities, and restores human dignity, enabling them to actively participate in the local economy.

SDG 16 (Peace, Justice, and Strong Institutions): Supports the national justice system and inmate rehabilitation programs by fostering an effective, inclusive reintegration framework that reduces recidivism rates. By providing viable alternatives and social support, this project contributes to building a safer, more peaceful community, while positioning the regional university as a transparent, participatory, and accountable institution driving sustainable societal peace.
