บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการจัดมหกรรมเสริมศักยภาพคนธรรมดี “คนอุดรทำเพื่อคนอุดรธานี” ครั้งที่ 1 ซึ่งจัดขึ้นเมื่อวันที่ 26 ธันวาคม 2568 ณ ห้องประชุมชั้น 2 อาคาร 17 มหาวิทยาลัยราชภัฏอุดรธานี โดยได้รับเกียรติจาก พันตำรวจโทประวุธ วงศ์สีนิล อธิบดีกรมราชทัณฑ์ เป็นประธานในพิธีเปิดอย่างเป็นทางการ โครงการนี้จัดขึ้นโดยมีเหตุผลความจำเป็นในการสร้างเวทีแห่งโอกาสเพื่อเสริมสร้างศักยภาพมนุษย์ ขยายโอกาสทางการศึกษาและการพัฒนาทักษะอาชีพแก่ผู้ต้องขัง ผู้พ้นโทษ และครอบครัวเปราะบาง ผ่านนวัตกรรมการจัดการเรียนรู้ที่ยืดหยุ่นและการบูรณาการเครือข่ายพหุภาคีในท้องถิ่น ซึ่งถือเป็นหัวใจสำคัญในการลดความเหลื่อมล้ำทางสังคม คืนคนดีสู่สังคมอย่างมีคุณภาพ และขับเคลื่อนการพัฒนาคุณภาพชีวิตของประชาชนในพื้นที่ภาคตะวันออกเฉียงเหนืออย่างมั่นคงและยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 26 ธันวาคม 2568 กิจกรรมสำคัญเริ่มต้นด้วยพิธีเปิดมหกรรมเสริมศักยภาพคนธรรมดี “คนอุดรทำเพื่อคนอุดรธานี” ครั้งที่ 1 โดย ผศ.ดร.คณิศรา ธัญสุนทรสกุล รักษาราชการแทนอธิการบดี มหาวิทยาลัยราชภัฏอุดรธานี ได้กล่าวต้อนรับประธานและนำเสนอความเป็นมาของโครงการ จากนั้นภายในงานได้มีการจัดแสดงนิทรรศการนวัตกรรมการจัดการเรียนรู้ที่ยืดหยุ่นสำหรับผู้ต้องขังและกลุ่มเปราะบาง การเปิดเวทีถ่ายทอดองค์ความรู้และทักษะอาชีพเพื่อเตรียมความพร้อมในการกลับคืนสู่สังคม ตลอดจนการจัดกิจกรรมเจรจาความร่วมมือและสร้างเครือข่ายระหว่างหน่วยงานเพื่อสนับสนุนทุนการศึกษา การฝึกอาชีพ และการรองรับการจ้างงานสำหรับผู้พ้นโทษและครอบครัวเปราะบางในจังหวัดอุดรธานี

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการขับเคลื่อนโครงการเพื่อสังคมในครั้งนี้ เกิดจากการรวมพลังของภาคีเครือข่ายทุกภาคส่วน นำโดย มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่น (นำโดย ผศ.ดร.คณิศรา ธัญสุนทรสกุล รักษาราชการแทนอธิการบดี และคณะทำงาน) ทำงานร่วมกับ กรมราชทัณฑ์ (นำโดย พันตำรวจโทประวุธ วงศ์สีนิล อธิบดีกรมราชทัณฑ์) และ กองทุนเพื่อความเสมอภาคทางการศึกษา (กสศ.) ยิ่งไปกว่านั้น ยังได้รับความร่วมมืออันแน่นแฟ้นจากหน่วยงานภาครัฐ ภาคเอกชน ภาควิชาการ และเครือข่ายภาคประชาสังคมในจังหวัดอุดรธานีและภูมิภาคภาคตะวันออกเฉียงเหนือที่ร่วมกันขับเคลื่อนโครงการในระดับพื้นที่

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดรูปแบบและนวัตกรรมการจัดการเรียนรู้ที่ยืดหยุ่นซึ่งถูกนำไปใช้อย่างเป็นรูปธรรมสำหรับผู้ต้องขัง ผู้พ้นโทษ และครอบครัวเปราะบาง ยิ่งไปกว่านั้น ยังเกิดการพัฒนาทักษะอาชีพและศักยภาพมนุษย์ให้แก่กลุ่มเป้าหมายเพื่อเป็นต้นทุนในการประกอบอาชีพเลี้ยงตนเองและครอบครัว ตลอดจนเกิดการสร้างเครือข่ายความร่วมมือและฐานข้อมูลเชิงระบบระหว่างสถาบันการศึกษา หน่วยงานภาครัฐ ภาคเอกชน และ กสศ. ในการดูแลและเปิดโอกาสทางสังคมให้แก่กลุ่มผู้ด้อยโอกาสในท้องถิ่นอย่างต่อเนื่อง

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 4 มิติ ได้แก่:

• มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ขยายโอกาสในการเข้าถึงการศึกษาที่ยืดหยุ่น มีคุณภาพ และเท่าเทียม ให้แก่กลุ่มผู้ด้อยโอกาสและผู้ต้องขังที่เข้าไม่ถึงระบบการศึกษาปกติ ช่วยส่งเสริมการเรียนรู้ตลอดชีวิต (Life-long Learning) และพัฒนาทักษะอาชีพที่ทันต่อความต้องการของตลาดแรงงาน
• มิติ SDG 10 (Reduced Inequalities - ลดความเหลื่อมล้ำ): ลดความเหลื่อมล้ำทางสังคมและโอกาสทางการศึกษา โดยการสร้างพื้นที่ทางสังคม เปิดโอกาสในการฝึกทักษะ และสร้างเจตคติที่ดีในการยอมรับผู้พ้นโทษและครอบครัวเปราะบาง ช่วยให้กลุ่มคนเหล่านี้สามารถยกระดับสถานะทางเศรษฐกิจและสังคมของตนเองได้อย่างมีศักดิ์ศรี
• มิติ SDG 16 (Peace, Justice and Strong Institutions - สังคมสงบสุข ยุติธรรม และสถาบันที่เข้มแข็ง): สนับสนุนการคืนคนดีสู่สังคมและการฟื้นฟูสภาพทางสังคมของผู้ต้องขัง (Reintegration) ซึ่งช่วยลดอัตราการกระทำผิดซ้ำ ยกระดับความปลอดภัยในชุมชน และสร้างระบบยุติธรรมเชิงสมานฉันท์ที่เข้มแข็ง ยั่งยืน
• มิติ SDG 17 (Partnerships for the Goals - ความร่วมมือเพื่อการพัฒนาที่ยั่งยืน): ผสานความร่วมมือระหว่างสถาบันการศึกษา (มรภ.อุดรธานี) หน่วยงานกระบวนการยุติธรรม (กรมราชทัณฑ์) องค์การทุนเพื่อการศึกษา (กสศ.) ตลอดจนภาคเอกชนและชุมชน เพื่อร่วมกันขับเคลื่อนเป้าหมายการพัฒนาสังคมและมนุษย์อย่างบูรณาการ

Udon Thani Rajabhat University Hosts the 1st "Udon People for Udon Thani" Expo to Empower Vulnerable Groups and Rehabilitated Citizens Through Flexible Learning Innovations (Advancing SDG 10 | SDG 16)

Udon Thani Rajabhat University organizes the opening ceremony of the 1st "Udon People for Udon Thani" Expo, dedicated to advancing human capital development and creating educational and career opportunities for inmates, post-release individuals, and vulnerable families.

Context & Rationale

This social development initiative centered on the launch of the 1st "Udon People for Udon Thani" Empowerment Expo, held on December 26, 2025, at the 2nd Floor Conference Room, Building 17, Udon Thani Rajabhat University. The official opening ceremony was presided over by Pol. Lt. Col. Prawut Wongsinin, Director-General of the Department of Corrections. The primary rationale of this project is to build an inclusive platform for human capacity building, expanding equitable educational and vocational development opportunities for inmates, former convicts, and vulnerable families. By utilizing flexible learning innovations and integrated multi-stakeholder networks, the initiative effectively tackles social inequality, supports successful prisoner reintegration, and sustainably uplifts the quality of life for citizens across the Northeastern region.

Activities & Operations

On December 26, 2025, a series of empowerment and educational operations were successfully implemented. The event opened with the official inauguration ceremony where Acting President Asst. Prof. Dr. Khanisara Thansunthonsakul delivered welcoming remarks and presented the project's background. Following the reception, the expo featured exhibitions on flexible learning innovations tailored for inmates and vulnerable populations, vocational workshops designed to prepare individuals for social reintegration, and inter-agency matchmaking sessions aimed at mobilizing educational funds, skills training, and employment support networks for released individuals and vulnerable families across Udon Thani Province.

Multi-Stakeholder Partnerships

The successful execution of this social transformation initiative was grounded in a strong multi-stakeholder alliance. The hosting core was led by Udon Thani Rajabhat University, fulfilling its mandate as a higher education institution for local development (led by Acting President Asst. Prof. Dr. Khanisara Thansunthonsakul and the working committee). This academic unit worked in direct partnership with the Department of Corrections (led by Director-General Pol. Lt. Col. Prawut Wongsinin) and the Equitable Education Fund (EEF). Additionally, the network secured broad operational support from public authorities, private enterprises, academic sectors, and civil society networks across Udon Thani and the broader Northeastern region.

Project Outputs

As a direct result of these joint operations, practical frameworks and flexible learning models were successfully implemented for inmates, former convicts, and vulnerable families. Furthermore, the project advanced human capital and vocational proficiencies among target participants, providing them with essential skills to achieve self-reliance and support their families. Ultimately, it successfully established a structured collaborative network and shared database linking educational institutions, government bodies, the private sector, and EEF to continuously support and extend social opportunities to marginalized groups in the community.

Outcomes

The project aims for comprehensive outcomes across 4 key dimensions:

• SDG 4 (Quality Education): Expands access to flexible, high-quality, and equitable education for marginalized groups and incarcerated individuals outside conventional schooling systems, promoting lifelong learning and market-relevant vocational skills.
• SDG 10 (Reduced Inequalities): Reduces social and educational disparities by creating inclusive spaces, offering professional skills development, and fostering positive social acceptance for former offenders and vulnerable families, empowering them to improve their socio-economic status with dignity.
• SDG 16 (Peace, Justice and Strong Institutions): Supports successful prisoner rehabilitation and social reintegration, effectively lowering recidivism rates, enhancing community safety, and strengthening restorative justice systems.
• SDG 17 (Partnerships for the Goals): Fosters a solid multi-stakeholder partnership bridging a regional university (UDRU), a national justice entity (Department of Corrections), an educational equity fund (EEF), and local private and civil sectors to achieve integrated and sustainable human development goals.
