ความร่วมมือทางวิชาการกับสถาบันวิทยาลัยชุมชน

บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือพิธีลงนามบันทึกข้อตกลงความร่วมมือทางวิชาการ (MOU) ระหว่างสองสถาบันการศึกษาเพื่อการพัฒนาท้องถิ่น ซึ่งจัดขึ้นเมื่อวันที่ 12 มกราคม 2569 ณ ห้องประชุมชั้น 8 อาคารเฉลิมพระเกียรติ มหาวิทยาลัยราชภัฏอุดรธานี โดยมีกรอบระยะเวลาความร่วมมือรวม 5 ปี โครงการนี้จัดขึ้นโดยมีเหตุผลความจำเป็นในการร่วมมือกันยกระดับการจัดการศึกษา การวิจัย และการบริการวิชาการแก่สังคมอย่างเป็นระบบ เพื่อตอบโจทย์การยกระดับศักยภาพทรัพยากรมนุษย์ในระดับพื้นที่ ส่งเสริมโอกาสการเข้าถึงการเรียนรู้ตลอดชีวิต (Lifelong Learning) ของประชาชนและบุคลากรทุกช่วงวัย ตลอดจนการขับเคลื่อนการบูรณาการองค์ความรู้ เทคโนโลยี และนวัตกรรมไปใช้แก้ไขปัญหาและสร้างความเข้มแข็งให้แก่ชุมชนท้องถิ่นในทุกมิติ ทั้งทางด้านเศรษฐกิจ สังคม และการศึกษาอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 12 มกราคม 2569 ได้มีการดำเนินงานจัดพิธีลงนามบันทึกข้อตกลงความร่วมมือทางวิชาการ (MOU) อย่างเป็นทางการ ณ อาคารเฉลิมพระเกียรติ โดยผู้บริหารสูงสุดของทั้งสองหน่วยงานได้ร่วมลงนามเพื่อขับเคลื่อนพันธกิจร่วมกัน ภายใต้ข้อตกลงดังกล่าวได้กำหนดโครงสร้างกิจกรรมการดำเนินงานแบ่งตามบทบาทหน้าที่อย่างชัดเจน ประกอบด้วย การร่วมมือกันพัฒนาหลักสูตรระดับอนุปริญญา หลักสูตรประกาศนียบัตรวิชาชีพ และหลักสูตรระยะสั้นที่ตอบสนองความต้องการของตลาดแรงงานท้องถิ่น การจัดกิจกรรมพัฒนาศักยภาพผู้เรียนและบุคลากรทางการศึกษา การถ่ายทอดเทคโนโลยีและนวัตกรรมชุมชน ตลอดจนการเปิดโอกาสให้ใช้ทรัพยากรร่วมกัน เช่น ห้องปฏิบัติการและเครื่องมือทางวิชาการชั้นสูงของมหาวิทยาลัย เพื่อให้เกิดผลสัมฤทธิ์ในทางปฏิบัติอย่างเป็นรูปธรรม

ความสำเร็จในการสร้างพันธมิตรทางการศึกษาเพื่อท้องถิ่นในครั้งนี้ เกิดจากการผสานพลังความร่วมมือระหว่าง มหาวิทยาลัยราชภัฏอุดรธานี นำโดย ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล รักษาราชการแทนอธิการบดี พร้อมด้วยคณะผู้บริหาร คณาจารย์ และส่วนงานบริการวิชาการ ทำงานร่วมกับ สถาบันวิทยาลัยชุมชน (Community College Institute) นำโดยคณะผู้บริหาร คณาจารย์ และนักวิชาการหลักสูตร ที่ได้ร่วมเป็นภาคีเครือข่ายความร่วมมือร่วมกันอย่างเข้มแข็ง

ผลผลิตจากโครงการ

จากการลงนามและหารือกรอบความร่วมมือดังกล่าว ส่งผลให้เกิดเอกสารบันทึกข้อตกลงความร่วมมือทางวิชาการ (MOU) ที่มีผลบังคับใช้อย่างเป็นทางการในระยะเวลา 5 ปี ยิ่งไปกว่านั้น ยังเกิดกรอบแนวทางการพัฒนาหลักสูตรร่วมกัน ทั้งในระดับอนุปริญญา ประกาศนียบัตร และหลักสูตรระยะสั้นเพื่อการประกอบอาชีพ ตลอดจนเกิดกลไกในการแชร์ทรัพยากรทางการศึกษา ซึ่งเปิดโอกาสให้บุคลากรและผู้เรียนจากวิทยาลัยชุมชนสามารถเข้าถึงเทคโนโลยี ห้องปฏิบัติการ และเครื่องมือทางวิชาการที่มีมาตรฐานของมหาวิทยาลัยราชภัฏอุดรธานี เพื่อประโยชน์ในการพัฒนากำลังคนในระดับภูมิภาคต่อไป

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ขับเคลื่อนการเข้าถึงการศึกษาและการฝึกอบรมทางเทคนิคและวิชาชีพที่มีคุณภาพอย่างเท่าเทียม (Target 4.3 และ 4.4) โดยการขยายโอกาสทางการศึกษาผ่านหลักสูตรระยะสั้นและอนุปริญญาที่ยืดหยุ่น เหมาะสมกับประชาชนทุกช่วงวัยในท้องถิ่น ความร่วมมือในครั้งนี้ช่วยลดช่องว่างทางการศึกษา บูรณาการองค์ความรู้และนวัตกรรมระดับอุดมศึกษาลงสู่ชุมชนฐานราก ซึ่งเป็นการส่งเสริมการเรียนรู้ตลอดชีวิต และช่วยเพิ่มจำนวนเยาวชนและผู้ใหญ่ที่มีทักษะจำเป็น รวมถึงทักษะทางเทคนิคและอาชีพสำหรับการจ้างงานและการเป็นผู้ประกอบการในอนาคต

Following the official signing ceremony by the executive heads of both institutions, a strategic roadmap was established to guide collaborative operations. The agreed framework outlines several key activities, including the co-development of local associate degree curricula, professional certificate programs, and short-term vocational courses tailored to grassroots demands. Furthermore, the partnership mandates joint capacity-building workshops for students and personnel, alongside the systematic transfer of innovative community technologies and the sharing of institutional resources—such as utilizing the university's scientific laboratories and academic equipment to ensure practical results.

The successful cultivation of this development-focused alliance relied on a powerful multi-stakeholder partnership bridging two key regional higher education systems. The academic hosting block was driven by Udon Thani Rajabhat University, under the leadership of Asst. Prof. Dr. Khanisara Thansunthonsakul, Acting President, alongside executive board members, faculty, and academic service divisions. This core team worked in direct coordination with the Community College Institute, represented by its senior administrative officers, curriculum developers, and academic staff, all working together toward shared local development goals.

Project Outputs

As a direct outcome of these strategic operations, a legally binding 5-year Memorandum of Understanding (MOU) was successfully executed between Udon Thani Rajabhat University and the Community College Institute. Additionally, clearer developmental guidelines were established to facilitate the creation of collaborative vocational pathways, spanning associate degrees, certificates, and specialized short courses. Ultimately, the project generated an efficient resource-sharing framework, enabling community college learners and personnel to gain direct access to the standard laboratories, technical equipment, and innovative research tools of Udon Thani Rajabhat University to sustain regional human resource development.
