บริบทและเหตุผล
การดำเนินงานในครั้งนี้คือการเข้าร่วมขับเคลื่อนและรับรางวัลใน “กิจกรรมการประกวดคลิปวิดีโอสั้น ภายใต้หัวข้อ YOUTH TALK บอกเล่าเรื่องราวไทย” ซึ่งมีการจัดพิธีมอบรางวัลขึ้นเมื่อวันที่ 6 มีนาคม 2569 ณ ห้องรับรอง กองบัญชาการมณฑลทหารบกที่ 24 ค่ายประจักษ์ศิลปาคม จังหวัดอุดรธานี โครงการนี้มีเหตุผลความจำเป็นในการสร้างพื้นที่สร้างสรรค์ให้แก่เยาวชนได้แสดงออกถึงการมีส่วนร่วมทางพลเมืองและการส่งเสริมสถาบันหลักของชาติ ผ่านการผลิตสื่อดิจิทัลเชิงบวกเนื่องในวันสำคัญ ได้แก่ วันพ่อแห่งชาติและวันดินโลก การผลักดันศักยภาพของนักศึกษาในครั้งนี้มุ่งหวังที่จะสร้างแรงบันดาลใจให้แก่คนรุ่นใหม่ในการใช้ความสามารถด้านเทคโนโลยีและการสื่อสารเพื่อเสริมสร้างความสามัคคี สันติภาพ และความเข้าใจอันดีในสังคม ตลอดจนยกระดับจิตสำนึกความเป็นพลเมืองที่มีความรับผิดชอบต่อส่วนรวม
กิจกรรมและการดำเนินงาน
ในกระบวนการดำเนินงาน งานวิชาทหาร มหาวิทยาลัยราชภัฏอุดรธานี ได้ทำหน้าที่ส่งเสริมและสนับสนุน นางสาวรติรส แข็งขัน นักศึกษาชั้นปีที่ 2 คณะวิทยาศาสตร์ สาขาสาธารณสุขศาสตร์ ในการสร้างสรรค์และส่งผลงานคลิปวิดีโอสั้นเข้าร่วมประกวดในระดับภูมิภาค จนกระทั่งในวันที่ 6 มีนาคม 2569 ได้นำนักศึกษาเข้ารับรางวัลอย่างเป็นทางการ โดยมี พลตรี ประเสริฐ ข่าทิพย์พาที ผู้บัญชาการมณฑลทหารบกที่ 24 เป็นประธานในพิธีมอบเงินสนับสนุนจากกรมกิจการพลเรือนทหารบก ยิ่งไปกว่านั้น ท่านผู้บัญชาการฯ ยังได้สนับสนุนงบประมาณเพิ่มเติมเป็นพิเศษเพื่อเป็นขวัญกำลังใจ และมีการจัดเวทีแลกเปลี่ยนแนวคิดระหว่างเยาวชนและคณะผู้บังคับบัญชาเพื่อขับเคลื่อนการผลิตสื่อสร้างสรรค์เพื่อสังคมต่อไป
ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)
ความสำเร็จในการเชิดชูเกียรติเยาวชนและสร้างสรรค์สิ่งแวดล้อมแห่งสันติภาพในครั้งนี้ เกิดจากการร่วมมือระหว่างสถาบันการศึกษาและหน่วยงานความมั่นคงภาครัฐ นำโดย งานวิชาทหาร มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะหน่วยงานพัฒนาผู้เรียน ร่วมมือกับ กรมกิจการพลเรือนทหารบก และ มณฑลทหารบกที่ 24 (มทบ.24) นำโดย พลตรี ประเสริฐ ข่าทิพย์พาที พร้อมด้วยคณะผู้บังคับบัญชา ซึ่งกลไกความร่วมมือนี้ช่วยสร้างสะพานเชื่อมโยงระหว่างหน่วยงานภาครัฐและคนรุ่นใหม่ในการขับเคลื่อนงานพัฒนาสังคมร่วมกัน
ผลผลิตจากโครงการ
จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ ผลงานสื่อสร้างสรรค์ดิจิทัลประเภทคลิปวิดีโอสั้นคุณภาพสูงที่ได้รับรางวัลระดับภูมิภาคจำนวน 1 ผลงาน ยิ่งไปกว่านั้น ยังเกิดนักศึกษาต้นแบบ (Youth Role Model) ด้านการสื่อสารสร้างสรรค์ที่มีจิตสำนึกสาธารณะ ตลอดจนเกิดโมเดลความร่วมมือระหว่างมหาวิทยาลัยและหน่วยงานทหารในพื้นที่ในการสร้างพื้นที่เชิงบวกให้แก่เยาวชน รวมถึงการได้รับงบประมาณสนับสนุนเพิ่มเติมเพื่อการต่อยอดผลิตสื่อสร้างสรรค์เพื่อประโยชน์สาธารณะในอนาคต
ผลลัพธ์
โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:
มิติ SDG 16 (Peace, Justice and Strong Institutions - สันติภาพ การพัฒนาที่ยั่งยืน และสถาบันที่เข้มแข็ง): ส่งเสริมการมีส่วนร่วมของเยาวชนในการสร้างสังคมที่สงบสุขและเท่าเทียม รวมถึงสนับสนุนการเข้าถึงข้อมูลและเสรีภาพในการแสดงออกเชิงสร้างสรรค์ (Target 16.7 และ 16.10) การเปิดโอกาสให้เยาวชนได้สะท้อนมุมมองการพัฒนาผ่านหัวข้อ "YOUTH TALK บอกเล่าเรื่องราวไทย" และประเด็นวันดินโลก ช่วยบ่มเพาะการเป็นพลเมืองที่มีความรับผิดชอบ (Civic Engagement) เพิ่มกระบวนการตัดสินใจที่มีส่วนร่วมและมีความเป็นตัวแทนของคนรุ่นใหม่ ซึ่งเป็นรากฐานสำคัญในการสร้างสถาบันและสังคมที่เข้มแข็ง มั่นคง และเป็นอันหนึ่งอันเดียวกันอย่างยั่งยืน

This civic youth initiative involved the participation and formal recognition in the short video contest under the theme "YOUTH TALK: Narrating Thai Stories," with the official award ceremony conducted on March 6, 2026, at the Reception Room, 24th Military District Command, Prachaksinlapakom Camp, Udon Thani Province. Driven by the Military Student Division, the primary rationale of this initiative is to establish a creative public space for youth to practice civic engagement and voice national pride by creating positive digital media dedicated to National Father's Day and World Soil Day. Empowering student capabilities in this framework directly inspires the younger generation to leverage technology and communicative skills to foster social cohesion, peace, and public awareness, transitioning them into highly responsible citizens contributing to a harmonious society.
Activities & Operations
Throughout the operational process, the Military Student Division of Udon Thani Rajabhat University actively mentored and supported Miss Ratiros Khaengkhan, a 2nd-year Public Health major student from the Faculty of Science, in creating and submitting a high-quality short video artifact. On March 6, 2026, the operational cycle culminated in an official awards ceremony presided over by Major General Prasert Khatippatee, Commander of the 24th Military District, who presented monetary grants subsidized by the Directorate of Army Civil Affairs. Furthermore, the Commander provided additional personal budgetary funding to boost student morale, integrated with an interactive dialogue between the youth winner and senior military commanders to discuss future strategies for socially constructive digital media production.
Multi-Stakeholder Partnerships
The successful realization of this youth empowerment campaign was anchored on a solid multi-stakeholder partnership bridging regional higher education with national public sectors. The internal developmental block was led by the Military Student Division of Udon Thani Rajabhat University. This academic wing worked in strict synchronization with the public security and administration sectors, including the Directorate of Army Civil Affairs and the 24th Military District Command, led by Major General Prasert Khatippatee and his commanding officer networks, establishing an effective institutional channel that connects state agencies with modern youth demographics.
Project Outputs As a direct outcome of these strategic operations, an award-winning digital media artifact focusing on public awareness and national pride was successfully generated. Additionally, the initiative produced a distinct youth role model exhibiting advanced digital communication skills and public mindedness. Ultimately, the project institutionalized a collaborative engagement framework linking the university with the regional military command, supplemented by financial grants designed to sustain the continuous development of creative, peace-building media for the public good.
