ต้อนรับเอกอัครราชทูตเวียดนาม

บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือ “การให้การต้อนรับเอกอัครราชทูตวิสามัญผู้มีอำนาจเต็มแห่งสาธารณรัฐสังคมนิยมเวียดนามประจำประเทศไทย และคณะผู้แทนจากสถานเอกอัครราชทูตฯ” ซึ่งจัดขึ้นเมื่อวันที่ 23 มีนาคม 2569 ณ ศูนย์เวียดนามศึกษา อาคารการศึกษานานาชาติ มหาวิทยาลัยราชภัฏอุดรธานี โดยได้รับเกียรติจาก ผู้ช่วยศาสตราจารย์จรูญ ถาวรจักร์ นายกสภามหาวิทยาลัยฯ และผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี ร่วมเป็นแกนนำในการต้อนรับและเจรจา โครงการนี้มีเหตุผลความจำเป็นในการกระชับความสัมพันธ์ทางการทูตและยกระดับความร่วมมือพหุภาคีในระดับภูมิภาค เนื่องในวาระอันเป็นมงคลครบรอบ 50 ปี ความสัมพันธ์ทางการทูตระหว่างประเทศไทยและประเทศเวียดนามในปี พ.ศ. 2569 ซึ่งการใช้สถาบันอุดมศึกษาและศูนย์เวียดนามศึกษาในพื้นที่ที่มีประชากรไทยเชื้อสายเวียดนามหนาแน่น เป็นกลไกเชิงยุทธศาสตร์ที่มีประสิทธิภาพอย่างยิ่งในการขับเคลื่อนการแลกเปลี่ยนเรียนรู้ข้ามวัฒนธรรม การวิจัยร่วม และการพัฒนาการศึกษาที่ไร้พรมแดน เพื่อสร้างความเข้าใจอันดีและรากฐานทางเศรษฐกิจสังคมที่มั่นคงร่วมกันในอนุภูมิภาคลุ่มน้ำโขง

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 23 มีนาคม 2569 กระบวนการดำเนินงานได้ขับเคลื่อนผ่านกิจกรรมการทูตเชิงวิชาการและวัฒนธรรมที่เป็นรูปธรรม กิจกรรมเริ่มต้นด้วยการจัดพิธีแสดงความยินดีในโอกาสเจริญสัมพันธไมตรีระหว่างสถานเอกอัครราชทูตฯ และคณะผู้บริหารมหาวิทยาลัยในวาระการเข้ารับตำแหน่งสำคัญ จากนั้นเข้าสู่ช่วงการหารือเชิงนโยบายระดับทวิภาคีเพื่อวางกรอบการจัดกิจกรรมเฉลิมฉลองครบรอบ 50 ปี ความสัมพันธ์ทางการทูตไทย-เวียดนาม โดยเน้นการจัดกิจกรรมเชิงวัฒนธรรมและวิชาการทั้งในสถาบันและในระดับจังหวัด ควบคู่ไปกับการจัดประชุมสรุปข้อมูลผลการดำเนินงานและการประเมินความร่วมมือทางวิชาการระหว่างมหาวิทยาลัยราชภัฏอุดรธานีกับมหาวิทยาลัยคู่ความร่วมมือในประเทศเวียดนามเพื่อการต่อยอดในอนาคต และปิดท้ายด้วยการนำคณะผู้แทนทางการทูตเยี่ยมชมพิพิธภัณฑ์และศูนย์ออกแบบสร้างสรรค์ผ้าและสิ่งทอ (FTCDC) เพื่อเชื่อมโยงภูมิปัญญาผ้าทออีสานสู่การสร้างสรรค์ในระดับสากล

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จของการเจรจาความร่วมมือข้ามชาติในครั้งนี้ เกิดจากการสร้างพันธมิตรพหุภาคีที่ครอบคลุมทั้งภาคการทูต ภาคการศึกษา และภาคประชาสังคม นำโดย ศูนย์เวียดนามศึกษา วิทยาลัยนานาชาติ มหาวิทยาลัยราชภัฏอุดรธานี ทำงานร่วมกับ สถานเอกอัครราชทูตสาธารณรัฐสังคมนิยมเวียดนามประจำประเทศไทย นำโดย ฯพณฯ ฝ่าม เหวียด หุ่ง ยิ่งไปกว่านั้น โครงการยังได้ผสานพลังร่วมกับองค์กรภาคประชาชนในพื้นที่ ได้แก่ สมาคมชาวไทยเชื้อสายเวียดนามแห่งประเทศไทย นำโดย ดร. ทอง กุลธัญญวัฒน์ และสมาคมชาวไทยเชื้อสายเวียดนามจังหวัดอุดรธานี นำโดย คุณเรืองยุทธ เลือง ร่วมเป็นฟันเฟืองสำคัญในการขับเคลื่อนพันธกิจ

ผลผลิตจากโครงการ จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ กรอบข้อตกลงและแนวทางการจัดกิจกรรมเฉลิมฉลองครบรอบ 50 ปี ความสัมพันธ์ทางการทูตไทย-เวียดนาม จำนวน 1 แผนงาน ยิ่งไปกว่านั้น ยังเกิดรายงานสรุปผลสัมฤทธิ์และฐานข้อมูลความร่วมมือระหว่างมหาวิทยาลัยราชภัฏอุดรธานีและสถาบันอุดมศึกษาคู่ความร่วมมือในประเทศเวียดนาม ตลอดจนการสร้างช่องทางการสื่อสารและการทำงานร่วมกันโดยตรงระหว่างมหาวิทยาลัย องค์กรชาวไทยเชื้อสายเวียดนาม และสถานเอกอัครราชทูตฯ ซึ่งพร้อมรองรับการขยายผลด้านการแลกเปลี่ยนคณาจารย์ นักศึกษา และงานวิจัยร่วมในอนาคต

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 17 (Partnerships for the Goals - ความร่วมมือเพื่อการพัฒนาที่ยั่งยืน): เสริมสร้างความเข้มแข็งของหุ้นส่วนความร่วมมือระดับโลกเพื่อการพัฒนาที่ยั่งยืน ผ่านการบูรณาการความร่วมมือพหุภาคีข้ามพรมแดน (Target 17.6 และ 17.16) การหารือระหว่าง มรภ.อุดรธานี, สถานเอกอัครราชทูตเวียดนาม และสมาคมชาวไทยเชื้อสายเวียดนามฯ สะท้อนถึงการสร้างกลไกเชิงยุทธศาสตร์ที่มีประสิทธิภาพในการระดมและแบ่งปันองค์ความรู้ ความเชี่ยวชาญ และทรัพยากรทางวัฒนธรรม-วิชาการ เพื่อร่วมกันส่งเสริมการพัฒนาทรัพยากรมนุษย์ การวิจัยเชิงลึก และการชื่นชมในความหลากหลาย ซึ่งเป็นการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืนในระดับภูมิภาคอาเซียนร่วมกันอย่างมั่นคง

Udon Thani Rajabhat University Welcomes Vietnamese Ambassador to Advance Transnational Partnerships for the 50th Anniversary of Thailand-Vietnam Diplomatic Relations

The Vietnamese Studies Center at Udon Thani Rajabhat University hosts H.E. Mr. Phạm Việt Hùng, Ambassador of Vietnam to Thailand, to deliberate strategic academic and cultural frameworks celebrating 50 years of bilateral diplomatic relations.

Context & Rationale

This international relations and academic initiative involved the official hosting of H.E. Mr. Phạm Việt Hùng, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to Thailand, and the diplomatic delegation from the Embassy, conducted on March 23, 2026, at the Vietnamese Studies Center, International Education Building, Udon Thani Rajabhat University. The diplomatic reception was led by Chairman of the University Council Asst. Prof. Jaroon Thawornchak and President Asst. Prof. Dr. Khanisara Thansunthonsakul. The primary rationale of this high-level international intervention is to strengthen transnational diplomatic networks and mobilize multi-stakeholder partnerships in commemoration of the 50th Anniversary of Thailand-Vietnam Diplomatic Relations in 2026. Leveraging higher education infrastructure and localized Vietnamese studies within a prominent Vietnamese-Thai diaspora hub functions as an effective strategic catalyst to accelerate cross-border intellectual exchanges, co-research initiatives, and seamless regional human capital development within the Greater Mekong Sub-region.

Activities & Operations

On March 23, 2026, a series of strategic academic diplomacy operations and cultural exchange workflows were successfully executed. The operational sequence commenced with a formal presentation of congratulations by the Embassy delegation to the university executives on their institutional appointments, nurturing profound institutional goodwill. Subsequently, the workflow shifted into bilateral strategic dialogues aimed at establishing a collaborative action plan for the 50th Anniversary celebrations, focusing on co-curating joint academic symposia and public cultural expositions within the province. Furthermore, the administrative block systematically reviewed and integrated past performance data regarding active academic agreements between UDRU and partner universities in Vietnam. The operation concluded with an immersive site tour through the Fabric and Textile Creative Design Center (FTCDC) to bridge local Isan textile identity with global creative arts.

Multi-Stakeholder Partnerships

The successful orchestration of this high-profile cross-border alliance was anchored on a robust multi-stakeholder partnership framework linking transnational diplomacy, regional higher education, and grassroots civil society organizations. The academic hub was co-driven by the Vietnamese Studies Center and the International College of Udon Thani Rajabhat University, working in tight synchronization with the Embassy of the Socialist Republic of Vietnam in Thailand under the direction of H.E. Ambassador Phạm Việt Hùng. This structural coalition was further reinforced by specialized civic entities, including the Vietnamese-Thai Association of Thailand, led by Dr. Thong Kulthanyawat, and the Udon Thani Vietnamese-Thai Association, led by Mr. Ruangyuth Luang.

Project Outputs

As a direct outcome of these targeted operations, a comprehensive framework and joint action blueprint for the 50th Anniversary of Thailand-Vietnam Diplomatic Relations was successfully formalized. Additionally, the initiative yielded a consolidated registry and performance matrix profiling academic collaborations between UDRU and Vietnamese higher education institutions. Ultimately, the project institutionalized an open communication pipeline connecting the university, the diplomatic mission, and diaspora associations, securing a sustainable platform for future student-faculty mobility and cross-border research execution.

Outcomes

The project aims for comprehensive outcomes across the sustainable development dimension:

SDG 17 (Partnerships for the Goals): Substantially enhances the global partnership for sustainable development by building multi-stakeholder regional and international networks that encourage knowledge-sharing, systemic resource pooling, and technology transfer (Target 17.6 & 17.16). The institutional alignment connecting UDRU, the Embassy of Vietnam, and the Vietnamese-Thai diaspora associations serves as an active platform for international educational integration, driving collaborative cultural preservation and sustainable human capital growth across the ASEAN community.
