บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือ “โครงการอบรมสัมมนาด้านความรู้ความเข้าใจเกี่ยวกับการจัดการศึกษานักศึกษาพิการ สำหรับอาจารย์และบุคลากรที่ดูแลช่วยเหลือนักศึกษาพิการ” ซึ่งจัดขึ้นระหว่างวันที่ 30 – 31 มีนาคม 2569 ณ ห้องประชุมจันทร์กะพ้อ ศูนย์ฝึกประสบการณ์วิชาชีพ มหาวิทยาลัยราชภัฏอุดรธานี โดยได้รับเกียรติจาก ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี เป็นประธานในพิธีเปิดโครงการ โครงการนี้มีเหตุผลความจำเป็นในการส่งเสริมความเท่าเทียมและลดความเหลื่อมล้ำทางการศึกษาในระดับอุดมศึกษา การจัดการศึกษาสำหรับนักศึกษาพิการจำเป็นต้องอาศัยบุคลากรที่มีความรู้ ความเข้าใจในธรรมชาติ ความต้องการเฉพาะ และแนวทางการจัดการเรียนรู้ที่เหมาะสม ตลอดจนการเข้าถึงสิ่งอำนวยความสะดวกและเทคโนโลยีสิ่งอำนวยความสะดวก เพื่อขจัดอุปสรรคในการเรียนรู้ และเปิดโอกาสให้นักศึกษาพิการสามารถพัฒนาศักยภาพได้อย่างเต็มที่เท่าเทียมกับบุคคลทั่วไป

กิจกรรมและการดำเนินงาน

ระหว่างวันที่ 30 – 31 มีนาคม 2569 กระบวนการดำเนินงานได้ขับเคลื่อนผ่านการจัดอบรมเชิงปฏิบัติการและการเสวนาแลกเปลี่ยนเรียนรู้โดยเน้นการปฏิบัติจริง กิจกรรมหลักประกอบด้วย การถ่ายทอดองค์ความรู้เกี่ยวกับกฎหมาย นโยบายภาครัฐ และธรรมชาติของนักศึกษาพิการแต่ละประเภท การเสริมสร้างเทคนิคแนวทางการปรับเปลี่ยนการจัดการเรียนการสอนและการวัดผลให้เหมาะสม (Reasonable Accommodation) การแนะนำสิ่งอำนวยความสะดวกและการบริการสนับสนุนทางการศึกษา ตลอดจนการแลกเปลี่ยนประสบการณ์ตรงในการดูแลช่วยเหลือนักศึกษาพิการระหว่างคณาจารย์และบุคลากรผู้ปฏิบัติงาน เพื่อนำไปสู่การพัฒนาระบบดูแลช่วยเหลือที่ตอบสนองต่อบริบทจริงในสถาบัน

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการสร้างระบบสนับสนุนการศึกษาเรียนรวมในครั้งนี้ เกิดจากการสร้างพันธมิตรความร่วมมือระหว่างสถาบันอุดมศึกษาและผู้เชี่ยวชาญเฉพาะทาง นำโดย มหาวิทยาลัยราชภัฏอุดรธานี ทำงานร่วมกับ คณาจารย์สาขาวิชาการศึกษาพิเศษ คณะครุศาสตร์ มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะผู้เชี่ยวชาญด้านเนื้อหาและการสอน ผนึกกำลังกับ ศูนย์บริการสนับสนุนนักศึกษาพิการ (DSS) มหาวิทยาลัยราชภัฏสกลนคร ในฐานะวิทยากรผู้เชี่ยวชาญด้านการบริหารจัดการและการให้บริการนักศึกษาพิการในระดับอุดมศึกษา เพื่อร่วมกันถ่ายทอดองค์ความรู้และสร้างเครือข่ายความร่วมมือระหว่างมหาวิทยาลัยในภูมิภาค

ผลผลิตจากโครงการ จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ คณาจารย์จำนวน 20 คน และเจ้าหน้าที่ผู้ดูแลนักศึกษาพิการจำนวน 15 คน รวมทั้งสิ้น 35 คน ที่ได้รับการพัฒนาทักษะและความเข้าใจในการจัดการศึกษารวม ยิ่งไปกว่านั้น ยังเกิดแนวปฏิบัติที่ดี (Best Practices) และคู่มือแนวทางการดูแลช่วยเหลือนักศึกษาพิการในระดับอุดมศึกษา ตลอดจนเกิดเครือข่ายความร่วมมือในการสนับสนุนนักศึกษาพิการระหว่าง มหาวิทยาลัยราชภัฏอุดรธานี และ ศูนย์บริการสนับสนุนนักศึกษาพิการ (DSS) มหาวิทยาลัยราชภัฏสกลนคร ที่พร้อมร่วมมือกันในระยะยาว

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 3 มิติ ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ขยายโอกาสและสร้างการเข้าถึงการศึกษาระดับอุดมศึกษาที่ครอบคลุมและเท่าเทียมสำหรับทุกคน โดยเฉพาะกลุ่มผู้พิการและผู้ด้อยโอกาส (Target 4.5) การพัฒนาศักยภาพอาจารย์และบุคลากรให้มีความพร้อมในการจัดการเรียนรู้แบบเรียนรวม ช่วยขจัดอุปสรรคทางการศึกษาและยกระดับคุณภาพการจัดการเรียนรู้ให้แก่นักศึกษาพิการอย่างมีประสิทธิภาพ

มิติ SDG 10 (Reduced Inequalities - ลดความเหลื่อมล้ำ): ส่งเสริมความขยายตัวของการรวมกันทางสังคม เศรษฐกิจ และการเมืองสำหรับทุกคน โดยไม่คำนึงถึงความพิการ (Target 10.2) การจัดสิ่งอำนวยความสะดวก การสร้างความเข้าใจ และการสนับสนุนนักศึกษาพิการในมหาวิทยาลัย ช่วยลดช่องว่างและความเหลื่อมล้ำ ทำให้ผู้พิการได้รับโอกาสในการพัฒนาตนเองเพื่อก้าวสู่การพึ่งพาตนเองในสังคม

Udon Thani Rajabhat University Hosts Inclusive Education Seminar for Faculty and Staff Supporting Students with Disabilities

Udon Thani Rajabhat University collaborates with Sakon Nakhon Rajabhat University's Disability Support Services (DSS) Center to conduct a specialized training seminar for 35 faculty members and staff to enhance inclusive education, accessibility, and support systems for students with disabilities.

Context & Rationale

This inclusive education initiative involved the execution of the "Training Seminar on Knowledge and Understanding of Educational Management for Students with Disabilities for Faculty and Personnel," held from March 30 to 31, 2026, at the Chankapho Conference Room, Professional Experience Training Center, Udon Thani Rajabhat University. The seminar was officially opened and presided over by President Asst. Prof. Dr. Khanisara Thansunthonsakul. The primary rationale of this intervention is to diminish educational inequalities and promote equitable access to higher education for students with disabilities. Effective inclusive education requires educators and support staff to possess specialized knowledge regarding various disability profiles, reasonable academic accommodations, and accessible physical and digital infrastructures. Enhancing staff competencies ensures that students with disabilities can fully unleash their academic and personal potential on an equal basis with others.

Activities & Operations

From March 30 to 31, 2026, a series of interactive training workshops and collaborative knowledge-sharing sessions were conducted. The operational workflows focused on key instructional domains, including policy frameworks, legal mandates, and the unique learning characteristics of students with disabilities. Participants engaged in hands-on exercises covering instructional adaptation, accessible assessment techniques, and the integration of assistive technologies. Furthermore, the seminar facilitated direct peer-to-peer discussions and case-based problem solving between faculty members and student support officers to refine localized student care mechanisms.

Multi-Stakeholder Partnerships

The successful implementation of this inclusive capacity-building initiative was anchored on an inter-institutional partnership model. Spearheaded by Udon Thani Rajabhat University, the program brought together academic experts from the Special Education Program, Faculty of Education, UDRU, alongside specialized practitioners from the Disability Support Services (DSS) Center of Sakon Nakhon Rajabhat University. This inter-university collaboration enabled the cross-institutional exchange of best practices, resource pooling, and expert mentorship to strengthen regional disability support frameworks.

Project Outputs

As a direct outcome of these strategic operations, 35 university personnel—comprising 20 faculty members and 15 student support staff—were fully trained and certified in inclusive higher education strategies. Additionally, the initiative yielded a localized operational guideline for reasonable academic accommodations and established a collaborative support pipeline between Udon Thani Rajabhat University and Sakon Nakhon Rajabhat University’s DSS Center for ongoing consultation and resource sharing.

Outcomes

The project aims for comprehensive outcomes across 3 key dimensions:

SDG 4 (Quality Education): Directly advances equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities (Target 4.5). Training faculty and staff to implement inclusive teaching practices removes learning barriers and enhances the overall quality of tertiary education for students with disabilities.

SDG 10 (Reduced Inequalities): Empowers and promotes the social, economic, and educational inclusion of all, irrespective of disability status (Target 10.2). Strengthening campus support systems and accessible facilities reduces societal marginalization, enabling students with disabilities to achieve self-reliance and full participation in society.
