บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการร่วมจัดการประชุมวิชาการสิ่งแวดล้อมแห่งชาติครั้งที่ 25 และการประชุมวิชาการสิ่งแวดล้อมนานาชาติครั้งที่ 15 ด้านวิศวกรรม วิทยาศาสตร์ และการจัดการสิ่งแวดล้อม (15th International Conference on Environmental Engineering, Science and Management) ซึ่งจัดขึ้นระหว่างวันที่ 21 – 22 พฤษภาคม 2569 ณ ห้องประชุมโรงแรมเซนทารา จังหวัดอุดรธานี โดยมี นายราชันย์ ซุ้นหั้ว ผู้ว่าราชการจังหวัดอุดรธานี เป็นประธานในพิธีเปิด พร้อมด้วย ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดีมหาวิทยาลัยราชภัฏอุดรธานี ร่วมกล่าวต้อนรับ และ ดร.สุรชัย สถิตคุณารัตน์ ผู้อำนวยการสำนักงานสภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ (สอวช.) ร่วมกล่าวปาฐกถาพิเศษ โครงการนี้มีเหตุผลความจำเป็นในการเร่งรับมือกับการเปลี่ยนแปลงสภาพภูมิอากาศและวิกฤตมลพิษโลกที่ทวีความรุนแรงขึ้น การผสานความร่วมมือทางวิชาการและการวิจัยขั้นสูงเป็นกลไกยุทธศาสตร์สำคัญในการสร้างความตระหนักรู้ พัฒนานวัตกรรมป้องกันแก้ไขปัญหาสิ่งแวดล้อม และขับเคลื่อนนโยบายการรับมือกับสภาวะโลกร้อนอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

ระหว่างวันที่ 21 – 22 พฤษภาคม 2569 กระบวนการดำเนินงานได้ขับเคลื่อนผ่านการประชุมวิชาการระดับชาติและนานาชาติ โดยมีผู้เข้าร่วมประชุมกว่า 300 คน กิจกรรมหลักประกอบด้วย การบรรยายพิเศษโดยผู้ทรงคุณวุฒิทั้งในและต่างประเทศในหัวข้อสำคัญด้านสิ่งแวดล้อมจำนวน 7 หัวข้อ, การนำเสนอบทความวิจัยและบทความวิชาการรวม 116 บทความ แบ่งเป็นบทความระดับชาติ 73 บทความ และบทความระดับนานาชาติ 43 บทความ เพื่อแลกเปลี่ยนองค์ความรู้ด้านวิศวกรรม วิทยาศาสตร์ และการจัดการสิ่งแวดล้อม ตลอดจนพิธีมอบธงเจ้าภาพจัดการประชุมครั้งต่อไปให้แก่ คณะพลังงานและสิ่งแวดล้อม มหาวิทยาลัยพะเยา

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการจัดงานประชุมวิชาการระดับชาติตั้งอยู่บนฐานความร่วมมือพหุภาคีอย่างเข้มแข็ง นำโดย คณะวิทยาศาสตร์ มหาวิทยาลัยราชภัฏอุดรธานี และ สมาคมวิศวกรรมสิ่งแวดล้อมแห่งประเทศไทย (สวสท.) ร่วมกับหน่วยงานภาครัฐและองค์กรระดับชาติ ได้แก่ กระทรวงพลังงาน, กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.), กรมควบคุมมลพิษ, กรมการเปลี่ยนแปลงสภาพภูมิอากาศและสิ่งแวดล้อม, กรมส่งเสริมการปกครองท้องถิ่น, สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม, สำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) และ ศูนย์วิชาการเพื่อขับเคลื่อนการป้องกันและแก้ไขปัญหามลพิษอากาศ (ศวอ.)

ผลผลิตจากโครงการ จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ การจัดงานประชุมวิชาการระดับชาติและนานาชาติด้านสิ่งแวดล้อมจำนวน 1 งาน ที่มีผู้เข้าร่วมกว่า 300 คน ยิ่งไปกว่านั้น ยังเกิดชุดองค์ความรู้และงานวิจัยตีพิมพ์จำนวน 116 บทความ (ระดับชาติ 73 บทความ และระดับนานาชาติ 43 บทความ) ที่ครอบคลุมการแก้ปัญหามลพิษและการจัดการสิ่งแวดล้อม ตลอดจนเกิดการส่งต่อเครือข่ายความร่วมมือทางวิชาการแก่เจ้าภาพในรอบถัดไปคือ มหาวิทยาลัยพะเยา เพื่อขับเคลื่อนการทำงานอย่างต่อเนื่อง

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 13 (Climate Action - การรับมือการเปลี่ยนแปลงสภาพภูมิอากาศ): เสริมสร้างความเข้มแข็งในการปรับตัวและสร้างภูมิคุ้มกันต่อภัยพิบัติและการเปลี่ยนแปลงสภาพภูมิอากาศ พัฒนาการศึกษา การสร้างความตระหนักรู้ และขีดความสามารถของมนุษย์และสถาบันในการลดผลกระทบและการเตือนภัยล่วงหน้า (Target 13.1 และ 13.3) การสร้างเวทีวิชาการระดับชาติและนานาชาติเพื่อนำเสนองานวิจัย 116 บทความ ช่วยเร่งการพัฒนานวัตกรรมและนโยบายด้านการแก้ไขปัญหามลพิษอากาศและการเปลี่ยนแปลงสภาพภูมิอากาศ ยกระดับขีดความสามารถขององค์กรและชุมชนในการรับมือกับวิกฤตสิ่งแวดล้อมโลกอย่างยั่งยืน

Udon Thani Rajabhat University Co-Hosts the 25th National and 15th International Conference on Environmental Engineering, Science, and Management to Drive Climate Action

Udon Thani Rajabhat University, in collaboration with the Environmental Engineering Association of Thailand (EEAT) and national multi-stakeholder partners, hosts a national and international environmental conference to advance climate resilience, pollution management, and environmental sustainability research.

Context & Rationale

This environmental research and climate resilience initiative involved co-hosting the 25th National Environmental Conference and the 15th International Conference on Environmental Engineering, Science, and Management, held from May 21 to 22, 2026, at the Centara Hotel Convention Center, Udon Thani Province. The opening ceremony was presided over by Mr. Rachaan Soonhua, Governor of Udon Thani Province, alongside welcoming remarks from UDRU President Asst. Prof. Dr. Khanisara Thansunthonsakul and a keynote address by Dr. Surachai Sathitkunarat, Executive Director of NXPO. The core rationale of this national symposium is to respond directly to accelerating climate change impacts and global environmental crises. Fostering cross-disciplinary scientific research and policy dialogue provides a vital strategic framework to build institutional capacity, mitigate climate-induced pollution, and advance long-term environmental sustainability.

Activities & Operations

From May 21 to 22, 2026, the operational sequence brought together over 300 researchers, academics, and policymakers. Key workflows included 7 keynote presentations delivered by renowned national and international environmental experts. Furthermore, the conference facilitated the peer review and oral presentation of 116 academic papers—comprising 73 national and 43 international studies—focused on environmental engineering, climate management, and pollution prevention. The event concluded with the ceremonial handover of the conference flag to the Faculty of Energy and Environment, University of Phayao, as the next host institution.

Multi-Stakeholder Partnerships

The successful execution of this national conference was anchored on a multi-stakeholder alliance. Co-organized by the Faculty of Science at Udon Thani Rajabhat University and the Environmental Engineering Association of Thailand (EEAT), the coalition engaged key ministerial and national entities, including the Ministry of Energy, Ministry of Higher Education, Science, Research and Innovation (MHESI), Pollution Control Department, Department of Climate Change and Environment, Department of Local Administration, Office of Natural Resources and Environmental Policy and Planning (ONEP), Thai Health Promotion Foundation (ThaiHealth), and the Academic Center for Air Pollution Mitigation (ACAP).

Project Outputs

As a direct outcome of these strategic operations, a major national and international environmental conference engaging over 300 professional participants was successfully delivered. Additionally, the project compiled and published 116 research papers addressing climate adaptation, air quality, and environmental engineering. Ultimately, the initiative sustained an ongoing inter-university network by transferring conference stewardship to the University of Phayao for future environmental action.

Outcomes

The project aims for comprehensive outcomes across the sustainable development dimension:

SDG 13 (Climate Action): Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters while improving education, awareness-raising, and human and institutional capacity on climate change mitigation and adaptation (Target 13.1 & 13.3). Mobilizing 116 scientific research contributions and cross-sectoral expertise strengthens national policy frameworks and technological solutions to mitigate global climate impacts and air pollution.
