บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือ การประชุมตรวจติดตามผลการดำเนินงานและจัดทำร่างแผนปฏิบัติการขับเคลื่อน 14 โรงเรียนในโครงการกองทุนการศึกษา และโรงเรียนเครือข่าย ในพื้นที่จังหวัดอุดรธานีและจังหวัดหนองบัวลำภู ประจำปีการศึกษา 2569 ซึ่งจัดขึ้นเมื่อวันที่ 12 มิถุนายน 2569 ณ ห้องประชุมชั้น 2 อาคาร 17 ศูนย์ภาษาและคอมพิวเตอร์ มหาวิทยาลัยราชภัฏอุดรธานี โดยได้รับเกียรติจาก นายอำพน กิตติอำพน องคมนตรี และ นายเศรษฐพุฒิ สุทธิวาทนฤพุฒิ องคมนตรี เป็นประธานการประชุม พร้อมด้วย นายราชันย์ ซุ้นหั้ว ผู้ว่าราชการจังหวัดอุดรธานี ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดีมหาวิทยาลัยราชภัฏอุดรธานี คณะอาสาสมัครกองทุนฯ และผู้บริหารสถานศึกษาเข้าร่วมอย่างพร้อมเพรียง โครงการกองทุนการศึกษาเป็นโครงการพระราชดำริที่ริเริ่มขึ้นตั้งแต่ปี พ.ศ. 2555 และสืบสานต่อยอดตามพระบรมราโชบายเพื่อยกระดับคุณภาพการศึกษาในพื้นที่ห่างไกล โครงการนี้มีเหตุผลความจำเป็นในการสร้างความเท่าเทียมทางการศึกษา ลดความเหลื่อมล้ำ พัฒนาทักษะวิชาชีพ และปลูกฝังคุณธรรมจริยธรรมให้แก่เด็กและเยาวชน เพื่อเติบโตเป็นพลเมืองดีของชาติอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 12 มิถุนายน 2569 กระบวนการดำเนินงานได้ขับเคลื่อนผ่านการสรุปสถานะการพัฒนาและการจัดทำแผนยุทธศาสตร์รายโรงเรียน โดยดำเนินงานตาม 3 เสาหลักและ 5 กลยุทธ์ของโครงการกองทุนการศึกษา กิจกรรมหลักประกอบด้วย การนำเสนอสรุปภาพรวมสถานะการพัฒนาโรงเรียนโดยอาสาสมัครกองทุนฯ ส่วนกลาง ประจำองคมนตรี, การนำเสนอผลการดำเนินงานและร่างแผนปฏิบัติการขับเคลื่อนงานฯ ปีการศึกษา 2569 โดยผู้อำนวยการสถานศึกษา 14 แห่ง (ประกอบด้วย โรงเรียนประถมศึกษา 7 แห่ง โรงเรียนขยายโอกาส 6 แห่ง และโรงเรียนมัธยมศึกษา 1 แห่ง อาทิ รร.บ้านหนองกุงแก้ว, รร.บ้านดอนบาก, รร.กุงแก้ววิทยาคาร ฯลฯ), ตลอดจนการนำเสนอแผนการสนับสนุนทางวิชาการและพัฒนานวัตกรรมการเรียนรู้โดยอธิการบดีมหาวิทยาลัยราชภัฏอุดรธานีและคณะทำงาน เพื่อยกระดับสภาพแวดล้อมและประสิทธิภาพการจัดการเรียนการสอน

ความสำเร็จในการขับเคลื่อนโครงการพระราชดำริในครั้งนี้ เกิดจากการผนึกกำลังความร่วมมืออย่างเข้มแข็ง นำโดย คณะองคมนตรีและอาสาสมัครโครงการกองทุนการศึกษา ร่วมกับ มหาวิทยาลัยราชภัฏอุดรธานี ในฐานะสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่นที่ให้การสนับสนุนทางวิชาการ ผนึกกำลังกับ ผู้ว่าราชการจังหวัดอุดรธานี, สำนักงานเขตพื้นที่การศึกษา, ผู้บริหารสถานศึกษา คณาจารย์ และคณะกรรมการสถานศึกษาของโรงเรียนกลุ่มเป้าหมาย 14 แห่งในจังหวัดอุดรธานีและหนองบัวลำภู

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ การจัดประชุมติดตามและสืบสานพระบรมราโชบายด้านการศึกษาจำนวน 1 ครั้ง และ เกิดร่างแผนปฏิบัติการขับเคลื่อนงานโครงการกองทุนการศึกษารายโรงเรียน ประจำปีการศึกษา 2569 ครอบคลุมโรงเรียนเป้าหมาย 14 แห่ง ยิ่งไปกว่านั้น ยังเกิดกรอบแนวทางการสนับสนุนทางวิชาการและการพัฒนาคุณธรรมจริยธรรมระหว่างมหาวิทยาลัยราชภัฏอุดรธานีกับเครือข่ายโรงเรียนในท้องถิ่นอย่างเป็นระบบ

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): สร้างหลักประกันว่าเด็กทุกคนได้รับการศึกษาขั้นพื้นฐานที่มีคุณภาพ เท่าเทียม และทั่วถึง พร้อมทั้งเพิ่มจำนวนเยาวชนที่มีทักษะที่จำเป็น รวมถึงทักษะทางเทคนิคและวิชาชีพเพื่อการทำงาน (Target 4.1 และ 4.4) การขับเคลื่อน 3 เสาหลักและ 5 กลยุทธ์ในโรงเรียน 14 แห่ง ช่วยพัฒนาสภาพแวดล้อมการเรียนรู้ ยกระดับผลสัมฤทธิ์ทางการศึกษา และสร้างทักษะอาชีพควบคู่คุณธรรมให้แก่เด็กในพื้นที่ขาดแคลนได้อย่างยั่งยืน

Udon Thani Rajabhat University Collaborates with Privy Councillors to Drive the Education Fund Project Across 14 Target Schools in Udon Thani and Nong Bua Lamphu

Udon Thani Rajabhat University hosts Privy Councillors and educational leaders to review progress and chart operational plans for 14 schools under the Royal Education Fund Project, elevating rural basic education quality, vocational skills, and moral development.

Context & Rationale

This royal initiative for educational equity involved hosting the progress review and action planning meeting for 14 target schools under the Education Fund Project across Udon Thani and Nong Bua Lamphu Provinces for Academic Year 2026. The meeting took place on June 12, 2026, at the Language and Computer Center, Udon Thani Rajabhat University. The session was co-presided over by Privy Councillors Mr. Amphon Kittiamphon and Dr. Sethaput Suthiwartnarueput, alongside Udon Thani Governor Mr. Rachaan Soonhua and UDRU President Asst. Prof. Dr. Khanisara Thansunthonsakul. Initiated in 2012 and continued under King Rama X’s royal educational guidelines, the Education Fund Project addresses educational disparities in rural areas. The primary rationale of this intervention is to ensure equal access to quality basic education, strengthen vocational competencies, and instill ethics and citizenship among students.

Activities & Operations

On June 12, 2026, the operational sequence was executed through comprehensive school-level evaluations based on the project's 3 Core Pillars and 5 Development Strategies. Key workflows included an overview presentation of school statuses by central project volunteers attached to the Privy Council, followed by operational reports and draft 2026 action plans presented by school directors from 14 target institutions (comprising 7 primary schools, 6 opportunity-expansion schools, and 1 secondary school, including Ban Nong Kung Kaew School, Kung Kaew Wittayakharn School, and others). Furthermore, UDRU executive leadership presented the university’s institutional support framework designed to enhance teaching environments, academic performance, and vocational training across target schools.

Multi-Stakeholder Partnerships

The successful execution of this initiative was driven by a multi-stakeholder governance alliance. Spearheaded by the Privy Council and Education Fund Project Volunteers, the project collaborated directly with Udon Thani Rajabhat University as the primary academic and regional development partner, alongside the Provincial Governor of Udon Thani, educational service area offices, school administrators, teachers, and school board committees across 14 rural schools in Udon Thani and Nong Bua Lamphu.

Project Outputs

As a direct outcome of these strategic operations, 1 high-level educational review meeting was delivered, and 14 customized school development action plans were formulated for Academic Year 2026. Additionally, the project established an integrated academic support and moral grounding roadmap linking UDRU with regional primary and secondary education networks.

Outcomes

The project aims for comprehensive outcomes across the sustainable development dimension:

SDG 4 (Quality Education): Ensures that all girls and boys complete free, equitable, and quality primary and secondary education, while substantially increasing the number of youth who have relevant skills, including technical and vocational skills, for employment (Target 4.1 & 4.4). Implementing the Education Fund Project across 14 target schools upgrades educational infrastructure, enhances learning outcomes, and fosters moral character and vocational readiness among rural youth.
