บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการเปิดรับสมัครนักศึกษาเพื่อรับทุนการศึกษาในหลักสูตรประกาศนียบัตรผู้ช่วยพยาบาล (Practical Nurse: PN) ของมหาวิทยาลัยราชภัฏอุดรธานี โดยมีเหตุผลความจำเป็นในการขยายโอกาสทางการศึกษาแก่ผู้ขาดแคลนทุนทรัพย์ ผู้ด้อยโอกาส และเยาวชนในท้องถิ่นที่สนใจเข้าสู่สายอาชีพด้านการบริการสุขภาพ การจัดตั้งทุนการศึกษานี้ช่วยทลายปราการทางเศรษฐกิจที่เป็นอุปสรรคต่อการศึกษาต่อในระดับอุดมศึกษา มุ่งผลิตกำลังคนด้านการพยาบาลและการบริการสุขภาพระดับพื้นฐานเพื่อรองรับการเติบโตของอุตสาหกรรมสุขภาพ ชุมชนผู้สูงอายุ และการพัฒนาคุณภาพชีวิตของประชาชนในภูมิภาคภาคตะวันออกเฉียงเหนืออย่างยั่งยืน

กิจกรรมและการดำเนินงาน

การดำเนินงานเริ่มต้นจากการประชาสัมพันธ์หลักสูตรและจัดกระบวนการคัดเลือกนักศึกษาที่มีคุณสมบัติเหมาะสมเพื่อรับทุนการศึกษาในหลักสูตรประกาศนียบัตรผู้ช่วยพยาบาล (PN) กิจกรรมหลักประกอบด้วยการจัดสรรทุนการศึกษาครอบคลุมค่าธรรมเนียมการเรียน การจัดการเรียนการสอนทั้งในภาคทฤษฎีและการฝึกปฏิบัติการดูแลผู้ป่วยเชิงลึก ตลอดจนการส่งนักศึกษาเข้าฝึกประสบการณ์วิชาชีพ ณ โรงพยาบาลและศูนย์บริการสุขภาพเครือข่าย เพื่อให้ผู้รับทุนได้รับการพัฒนาทักษะความเชี่ยวชาญ ปรับตัวเข้ากับระบบการทำงานจริง และมีความพร้อมในการออกไปประกอบอาชีพผู้ช่วยพยาบาลทันทีหลังจบการศึกษา

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จในการขับเคลื่อนโครงการทุนการศึกษาในครั้งนี้ เกิดจากการบูรณาการความร่วมมือระหว่างหน่วยงานภายในและภายนอก นำโดย มหาวิทยาลัยราชภัฏอุดรธานี (คณะพยาบาลศาสตร์และส่วนงานที่เกี่ยวข้อง) ในฐานะสถาบันผู้จัดตั้งและบริหารจัดการทุนการศึกษาและการเรียนการสอน ทำงานร่วมกับ โรงพยาบาลศูนย์ โรงพยาบาลชุมชน และเครือข่ายสถานพยาบาลภาครัฐและเอกชนในพื้นที่ ซึ่งร่วมเป็นแหล่งฝึกปฏิบัติการและรองรับการจ้างงาน ตลอดจนหน่วยงานสนับสนุนทุนและภาคีเครือข่ายเพื่อการพัฒนาการศึกษาในท้องถิ่นที่ร่วมสนับสนุนโอกาสแก่เยาวชน

ผลผลิตจากโครงการ จากการดำเนินโครงการดังกล่าว ส่งผลให้มีนักศึกษาที่ได้รับโอกาสเข้าศึกษาในหลักสูตรประกาศนียบัตรผู้ช่วยพยาบาล (PN) ผ่านระบบทุนการศึกษาที่ช่วยลดภาระทางการเงินอย่างเป็นรูปธรรม ยิ่งไปกว่านั้น มหาวิทยาลัยสามารถผลิตบุคลากรทางการแพทย์ระดับพื้นฐานที่มีความรู้ ทักษะ และจิตบริการสุขภาพที่ผ่านการรับรองมาตรฐานวิชาชีพ ตลอดจนเกิดเป็นข้อตกลงเครือข่ายความร่วมมือระหว่างสถาบันการศึกษากับสถานพยาบาลในการส่งต่อผู้เรียนเข้าสู่ตลาดแรงงานทันทีหลังสำเร็จการศึกษา

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 3 มิติ ได้แก่:

• มิติ SDG 1 (No Poverty - ขจัดความยากจน): ช่วยขจัดความยากจนข้ามรุ่นให้แก่ครัวเรือนเปราะบาง ผ่านการมอบทุนการศึกษาที่ช่วยลดภาระค่าใช้จ่าย และสร้างเส้นทางอาชีพผู้ช่วยพยาบาล (PN) ที่มีความมั่นคง มีรายได้แน่นอน และสามารถพึ่งพาตนเองและยกระดับฐานะทางเศรษฐกิจของครอบครัวได้อย่างยั่งยืน
• มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและมีคุณภาพ): ขยายโอกาสในการเข้าถึงการศึกษาและการฝึกอบรมทางวิชาชีพด้านสุขภาพที่มีคุณภาพ ทัดเทียม และได้มาตรฐานสากล เปิดโอกาสให้เยาวชนในท้องถิ่นได้รับการพัฒนาทักษะอาชีพ (Vocational Skills) เพื่อพร้อมเข้าสู่การทำงานจริงในระยะเวลาอันสั้น
• มิติ SDG 10 (Reduced Inequalities - ลดความเหลื่อมล้ำ): ลดความเหลื่อมล้ำทางการศึกษาและโอกาสทางสังคม โดยการใช้ทุนการศึกษาเป็นเครื่องมือเปิดประตูโอกาสให้แก่ผู้ขาดแคลนทุนทรัพย์และกลุ่มเยาวชนด้อยโอกาสในพื้นที่ ให้สามารถเข้าถึงหลักสูตรวิชาชีพที่มีเกียรติและสร้างคุณค่าแก่สังคมอย่างเสมอภาคเท่าเทียม
