โครงการอบรมการพัฒนาทักษะด้านดิจิทัลในชุมชนต้นแบบและสร้างเครือข่ายการพัฒนาที่ยั่งยืน ภายใต้บริบทการพัฒนาระบบเศรษฐกิจดิจิทัล และเมืองอัจฉริยะ จังหวัดอุดรธานี

บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือ การจัด “โครงการอบรมการพัฒนาทักษะด้านดิจิทัลในชุมชนต้นแบบและสร้างเครือข่ายการพัฒนาที่ยั่งยืน ภายใต้บริบทการพัฒนาระบบเศรษฐกิจดิจิทัล (Digital Economy) และเมืองอัจฉริยะ (Smart City) จังหวัดอุดรธานี” ซึ่งจัดขึ้นในวันที่ 6 สิงหาคม 2568 ณ โรงเรียนหนองไฮวิทยา อำเภอเมือง จังหวัดอุดรธานี โดยมี ดร.เอกราช ดีนาง รองอธิการบดีมหาวิทยาลัยราชภัฏอุดรธานี เป็นประธานในพิธีเปิด พร้อมด้วย รศ.ณัฏฐนันธ์ สุวรรณวงก์ รองผู้อำนวยการสถาบันวิจัยและพัฒนา นำทีมบุคลากรลงพื้นที่ดำเนินโครงการ โครงการนี้เกิดขึ้นจากความจำเป็นในการเตรียมความพร้อมด้านกำลังคนและทรัพยากรมนุษย์เพื่อรองรับการเติบโตของเมืองอัจฉริยะและระบบเศรษฐกิจดิจิทัล การส่งเสริมองค์ความรู้และทักษะดิจิทัลพื้นฐานแก่เยาวชนในชุมชนต้นแบบ ถือเป็นกลไกยุทธศาสตร์สำคัญในการสร้างโอกาสทางการศึกษาที่เท่าเทียม ลดความเหลื่อมล้ำทางดิจิทัล (Digital Divide) และพัฒนาทักษะที่จำเป็นสำหรับอนาคตเพื่อการพัฒนาที่ยั่งยืนในระดับท้องถิ่น

กิจกรรมและการดำเนินงาน

ในวันที่ 6 สิงหาคม 2568 กระบวนการดำเนินงานได้ขับเคลื่อนผ่านการอบรมเชิงปฏิบัติการพัฒนาทักษะเทคโนโลยีดิจิทัล กิจกรรมหลักประกอบด้วย การถ่ายทอดองค์ความรู้ตามหลักสูตรเบื้องต้นในการเรียนรู้และการใช้งานดิจิทัลเทคโนโลยี, การประยุกต์ใช้เครื่องมือดิจิทัลเพื่อกิจกรรมทางเศรษฐกิจ การศึกษา และสาธารณสุขในชุมชน, การฝึกทักษะปฏิบัติการใช้งานเทคโนโลยีอย่างปลอดภัยและสร้างสรรค์, ตลอดจนการแลกเปลี่ยนเรียนรู้เพื่อสร้างเครือข่ายพัฒนาทักษะดิจิทัลในสถานศึกษาและชุมชน โดยได้รับเกียรติจาก อาจารย์ภาณุพันธ์ ชื่นบุญ จากสาขาวิชาวิทยาการคอมพิวเตอร์และเทคโนโลยีสารสนเทศ คณะวิทยาศาสตร์ มหาวิทยาลัยราชภัฏอุดรธานี เป็นวิทยากรบรรยายและนำฝึกปฏิบัติแก่ผู้เข้าร่วมอบรมซึ่งเป็นนักเรียนจำนวน 110 คน

ความสำเร็จในการสร้างเครือข่ายพัฒนาทักษะดิจิทัลในครั้งนี้ เกิดจากการผสานพลังความร่วมมือระหว่างสถาบันอุดมศึกษา สถาบันวิจัย และสถานศึกษาในท้องถิ่น นำโดย สถาบันวิจัยและพัฒนา ร่วมกับ สำนักวิชาศึกษาทั่วไป และ คณะวิทยาศาสตร์ มหาวิทยาลัยราชภัฏอุดรธานี ผนึกกำลังร่วมกับ ผู้บริหาร คณะครู บุคลากรทางการศึกษา และนักเรียนโรงเรียนหนองไฮวิทยา อำเภอเมือง จังหวัดอุดรธานี

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ การจัดอบรมพัฒนาทักษะด้านดิจิทัลในชุมชนต้นแบบจำนวน 1 โครงการ และ เกิดนักเรียนโรงเรียนหนองไฮวิทยาที่ได้รับการพัฒนาทักษะและการใช้งานดิจิทัลเทคโนโลยีพื้นฐานจำนวน 110 คน ยิ่งไปกว่านั้น ยังเกิดชุดหลักสูตรเรียนรู้ดิจิทัลเบื้องต้นสำหรับปรับใช้ในระดับชุมชน ตลอดจนเกิดเครือข่ายความร่วมมือในการพัฒนาทรัพยากรมนุษย์ด้านดิจิทัลเพื่อสนับสนุนเมืองอัจฉริยะในจังหวัดอุดรธานีอย่างเป็นรูปธรรม

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุมมิติการพัฒนาที่ยั่งยืน ได้แก่:

มิติ SDG 4 (Quality Education - การศึกษาที่เท่าเทียมและทั่วถึง): เพิ่มจำนวนเยาวชนและผู้ใหญ่ที่มีทักษะที่จำเป็น รวมถึงทักษะทางเทคนิคและวิชาชีพสำหรับการจ้างงาน การมีงานทำที่ดี และการเป็นผู้ประกอบการ (Target 4.4) และขยายโอกาสการเข้าถึงทัศนคติและเทคโนโลยีดิจิทัลทางการศึกษาอย่างเท่าเทียม การถ่ายทอดทักษะดิจิทัลให้แก่นักเรียนในชุมชนช่วยลดความเหลื่อมล้ำในการเข้าถึงเทคโนโลยี สร้างฐานความรู้และทักษะแห่งศตวรรษที่ 21 และเตรียมความพร้อมกำลังคนเพื่อขับเคลื่อนเศรษฐกิจดิจิทัลของจังหวัดอุดรธานีอย่างยั่งยืน

UDRU Research and Development Institute Launches Digital Skill Development Workshop for Model Communities to Support Udon Thani’s Smart City and Digital Economy Vision

The Research and Development Institute, alongside the General Education Office at Udon Thani Rajabhat University, conducts a digital literacy and skill training program for 110 students at Nong Hai Wittaya School, empowering local youth with essential technology competencies to foster human capital for Udon Thani’s Smart City and Digital Economy framework.

Context & Rationale

This digital literacy, inclusive education, and community human capital development initiative involved conducting the "Digital Skill Development Training Project for Model Communities and Sustainable Development Network Building under the Context of Digital Economy and Smart City Development in Udon Thani Province." Held on August 6, 2025, at Nong Hai Wittaya School, Mueang District, Udon Thani Province, the opening ceremony was presided over by Dr. Ekarat Deenang, Vice President of Udon Thani Rajabhat University, alongside Assoc. Prof. Nattanan Suwanwong, Deputy Director of the Research and Development Institute. The primary rationale of this intervention centers on preparing human resources for regional digital transformation. Upskilling local youth in foundational digital literacy serves as a strategic enabler to bridge the digital divide, ensure equitable learning opportunities, and build future-ready competencies aligned with Udon Thani's Smart City vision.

Activities & Operations

On August 6, 2025, the operational sequence was executed through interactive digital training modules and practical IT skill laboratories. Key operational workflows included presenting basic digital tech application frameworks, instructing students on leveraging digital tools for educational, economic, and public health contexts, conducting hands-on exercises for practical technology use, and establishing local digital capacity-building networks. The instructional sessions were led by Lecturer Panupan Chuenboon from the Computer Science and Information Technology Department, Faculty of Science, engaging a total of 110 student participants from Nong Hai Wittaya School.

Multi-Stakeholder Partnerships

The successful execution of this digital skills empowerment initiative was built on a strong inter-institutional alliance. Spearheaded by the Research and Development Institute in collaboration with the General Education Office and the Faculty of Science at Udon Thani Rajabhat University, the project partnered directly with the school administration, teaching staff, and students at Nong Hai Wittaya School, Mueang District, Udon Thani Province.

Project Outputs

As a direct outcome of these strategic operations, 1 digital skill development training workshop for model communities was successfully delivered, directly upskilling 110 school students in foundational digital technologies. Furthermore, the initiative generated a foundational digital literacy training framework for local community adoption and established a collaborative human capital development network supporting Udon Thani's digital economy.

Outcomes

The project aims for comprehensive outcomes across the sustainable development dimension:

SDG 4 (Quality Education): Substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs, and entrepreneurship (Target 4.4). Enhancing digital literacy among community school students bridges educational technology gaps, fosters essential 21st-century competencies, and accelerates sustainable human capital development for the regional smart economy.
