บริบทและเหตุผล (Context and Rationale)

เมื่อวันที่ 5 กันยายน 2568 อาจารย์ศิรินทิพย์ คำมีอ่อน คณบดีคณะพยาบาลศาสตร์ มหาวิทยาลัยราชภัฏอุดรธานี ได้เข้าร่วมโครงการเสริมสร้างกลไกการพัฒนาผู้สูงอายุในชุมชน ในกิจกรรมประชุมเชิงปฏิบัติการเสริมสร้างกลไกการพัฒนาผู้สูงอายุในชุมชน การส่งเสริมและพัฒนาศักยภาพศูนย์พัฒนาคุณภาพชีวิตและส่งเสริมอาชีพผู้สูงอายุ (ศพอส.) ประจำปีงบประมาณ 2568 จัดโดย สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์ จังหวัดอุดรธานี โครงการนี้มีรากฐานสำคัญจากการบูรณาการองค์ความรู้ด้านสุขภาพและการพยาบาล (Research and Innovation) เพื่อขับเคลื่อนยุทธศาสตร์การพัฒนาคุณภาพชีวิตผู้สูงอายุ มีวัตถุประสงค์หลักเพื่อยกระดับการพัฒนามาตรฐานศูนย์พัฒนาคุณภาพชีวิตและส่งเสริมอาชีพผู้สูงอายุ (ศพอส.) ให้มีความเข้มแข็งและตอบสนองต่อสังคมสูงวัยอย่างมีประสิทธิภาพ

กิจกรรมและการดำเนินงาน (Activities and Operations)

การดำเนินโครงการเมื่อวันที่ 5 กันยายน 2568 ณ ห้องมุขมนตรี โรงแรมเจริญโฮเต็ล จังหวัดอุดรธานี ถือเป็นการบริการวิชาการและการมีส่วนร่วมกับชุมชน (Outreach) ที่สำคัญ ในการแลกเปลี่ยนเรียนรู้และยกระดับการดำเนินงานของ ศพอส. ร่วมกับหน่วยงานภาครัฐและภาคีเครือข่าย นอกจากนี้ ประสบการณ์และองค์ความรู้จากการประชุมเชิงปฏิบัติการดังกล่าวยังมีความเชื่อมโยงอย่างแนบแน่นกับการจัดการเรียนการสอน (Teaching) ของคณะพยาบาลศาสตร์ โดยคณาจารย์สามารถนำกรณีศึกษา แนวทางการดูแลผู้สูงอายุ และการขับเคลื่อนกลไกชุมชน มาบูรณาการเข้ากับรายวิชาการพยาบาลผู้สูงอายุ เพื่อเตรียมนักศึกษาพยาบาลให้มีความพร้อมในการปฏิบัติงานจริงและเข้าใจระบบสุขภาพชุมชน

ความสำเร็จของการจัดโครงการในวันที่ 5 กันยายน 2568 สะท้อนถึงการบริหารจัดการและการสนับสนุนทรัพยากรภายใน (Stewardship) ของคณะพยาบาลศาสตร์ มหาวิทยาลัยราชภัฏอุดรธานี ที่ให้ความสำคัญกับการเป็นหุ้นส่วนยุทธศาสตร์ร่วมกับภาครัฐ โดยการนำของ อาจารย์ศิรินทิพย์ คำมีอ่อน คณบดีคณะพยาบาลศาสตร์ ที่ได้เข้าร่วมขับเคลื่อนโครงการอย่างใกล้ชิด ร่วมกับ สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์ (พม.) จังหวัดอุดรธานี ในการบูรณาการเครือข่ายความร่วมมือเพื่อพัฒนาคุณภาพชีวิตและส่งเสริมอาชีพผู้สูงอายุในระดับพื้นที่

ผลลัพธ์ (Outcomes) โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 1 มิติ ได้แก่:

มิติ SDG 3: โครงการ (จัดขึ้นเมื่อวันที่ 5 กันยายน 2568) สนับสนุนการสร้างหลักประกันการมีสุขภาวะที่ดีและส่งเสริมความเป็นอยู่ที่ดีสำหรับทุกคนในทุกช่วงวัย โดยมุ่งเน้นการยกระดับมาตรฐานศูนย์พัฒนาคุณภาพชีวิตและส่งเสริมอาชีพผู้สูงอายุ (ศพอส.) การพัฒนาศักยภาพการดูแลผู้สูงอายุในชุมชน และการสร้างเครือข่ายสุขภาพที่เข้มแข็งเพื่อคุณภาพชีวิตที่ดีของผู้สูงอย่างยั่งยืน

Project on Strengthening Mechanisms for Elderly Development in the Community (Workshop on Promoting and Developing the Potential of Elderly Quality of Life and Occupation Promotion Centers - OQOLPC)

Context and Rationale

On September 5, 2025, Asst. Prof. Sirintip Kammieon, Dean of the Faculty of Nursing, Udon Thani Rajabhat University, attended the project for strengthening mechanisms for elderly development in the community, specifically the workshop on promoting and developing the potential of Elderly Quality of Life and Occupation Promotion Centers (OQOLPC) for the fiscal year 2025, organized by the Udon Thani Provincial Office of Social Development and Human Security. The foundation of this project is rooted in integrating healthcare and nursing knowledge (Research and Innovation) to drive elderly quality-of-life development strategies. The main objective was to elevate the development standards of OQOLPC centers to be robust and effectively respond to an aging society.

Activities and Operations

Conducted on September 5, 2025, at the Mukmontri Room, Charoen Hotel, Udon Thani Province, this project serves as a significant academic service and community outreach initiative (Outreach) focused on knowledge exchange and enhancing OQOLPC operations alongside government agencies and networks. Furthermore, the insights gained from this workshop are closely connected to teaching and learning (Teaching) within the Faculty of Nursing, enabling faculty members to integrate case studies, elderly care guidelines, and community mechanism management into gerontological nursing courses to prepare student teachers/nurses for real-world practice and community health systems.

Partnerships

The success of the event on September 5, 2025, reflects the internal stewardship and resource management (Stewardship) of the Faculty of Nursing, Udon Thani Rajabhat University, which prioritizes strategic partnerships with the government sector. Led by Asst. Prof. Sirintip Kammieon, Dean of the Faculty of Nursing, who actively participated in driving the project alongside the Udon Thani Provincial Office of Social Development and Human Security, the initiative successfully integrated collaborative networks to develop quality of life and promote livelihoods for the elderly at the local level.

Outcomes The project aims for outcomes covering 1 dimension, which is:

SDG 3 Dimension: The project (held on September 5, 2025) supports healthy lives and promotes well-being for all at all ages by focusing on elevating the standards of Elderly Quality of Life and Occupation Promotion Centers (OQOLPC), developing community elderly care potentials, and building robust health networks for sustainable elderly well-being.
