UNICEF Thailand, TPQI, and UDRU Launch Youth Worker Professional Standard Training Level 5 to Empower NEET Youth and Expand "Na Phu Model"
UNICEF Thailand, Thailand Professional Qualification Institute (TPQI), and Udon Thani Rajabhat University partner with regional institutions to conduct the "Youth Worker Professional Standard Training Level 5" from May 16–21, 2025. Presided over by Phen District Chief Mr. Kanaphos Pimkhot, the workshop empowers 15 general education lecturers and community leaders as Master Trainers and Examiners, strengthening institutional frameworks to support youth not in education, employment, or training (NEET).
Context & Rationale
This youth development initiative involved the professional training program conducted under the Professional Qualification Standard for Youth Workers (Level 5), held from May 16 to 21, 2025, at the North Eastern Technological College. The official opening ceremony was presided over by Mr. Kanaphos Pimkhot, District Chief of Phen, with Ms. Wilsa Pongsathorn, representative from UNICEF Thailand, presenting the report. The primary rationale of this project is to enhance the professional capacities of community leaders, volunteers, university faculty, and local government officers working directly with youth. By equipping them with ethics, advanced communication, counseling skills, and proper social welfare referral mechanisms, the initiative directly addresses youth development needs in Udon Thani Province. Specifically, it empowers officers to assist youth not in education, employment, or training (NEET youth), forming an integral part of expanding the "Na Phu Model" at the district level to build a resilient local youth support system.
Activities & Operations
From May 16 to 21, 2025, an intensive capacity-building workshop aligned with the Level 5 Youth Worker Professional Standard was successfully executed. The training engaged 15 faculty members from the General Education Office of Udon Thani Rajabhat University who manage strategic youth initiatives, alongside local administrative leaders from Phen District. Operational activities focused on mastering core professional youth worker competencies, including professional ethics, youth-centric communication psychology, structured counseling methodologies, and the design of appropriate service referral networks tailored to vulnerable youths' needs. Furthermore, competency assessments were conducted to certify participants, elevating qualified trainees to serve as Master Trainers and official Examiners for the Thailand Professional Qualification Institute (TPQI).
Multi-Stakeholder Partnerships
The successful implementation of this regional youth empowerment initiative was rooted in a robust multi-stakeholder partnership spanning international, national, academic, and local authorities. The international policy block was driven by UNICEF Thailand (led by representative Ms. Wilsa Pongsathorn) working in tandem with the Thailand Professional Qualification Institute (Public Organization) or TPQI. Local administration support was led by Phen District Office (under District Chief Mr. Kanaphos Pimkhot), Na Phu Sub-district Administrative Organization (SAO), and Ban Lao SAO. This administrative coalition collaborated directly with academic partners, including Udon Thani Rajabhat University (led by President Asst. Prof. Dr. Khanisara Thansunthonsakul and 15 general education faculty members) and North Eastern Technological College as the host institution.
Project Outputs
As a direct outcome of these training operations, a specialized group of university educators, local administrators, community leaders, and volunteers successfully attained the Level 5 Youth Worker Professional Qualification. Moreover, the university and local communities expanded their pool of certified Master Trainers and official Examiners accredited by TPQI, establishing a qualified workforce capable of evaluating and delivering youth worker standards regionally. Ultimately, the project generated a concrete operational framework to scale the "Na Phu Model" across Phen District, providing structured pathways to reintegrate NEET youth into education, vocational training, or sustainable employment.
Outcomes
The project aims for comprehensive outcomes across 4 key dimensions:
- SDG 1 (No Poverty): Helps break intergenerational poverty and creates economic pathways for youth not in education, employment, or training (NEET youth) by offering specialized counseling, skills development, and integration into stable local employment.
- SDG 4 (Quality Education): Enhances access to flexible learning and professional skills development outside conventional classrooms, utilizing certified Youth Workers to re-engage vulnerable and NEET youth into lifelong learning and standardized vocational training.
- SDG 16 (Peace, Justice and Strong Institutions): Establishes safe, ethical, and resilient local youth protection systems by upskilling public officers and community personnel in professional counseling, psychological care, and youth risk-prevention practices.
- SDG 17 (Partnerships for the Goals): Fosters an exemplary multi-stakeholder partnership uniting an international development organization (UNICEF), a national qualification body (TPQI), a higher education institution (UDRU), a vocational college (North Eastern Technological College), and local administrative entities (Phen District, Na Phu SAO, Ban Lao SAO) to systematically drive localized youth development policies.
