บริบทและเหตุผล

การดำเนินงานในครั้งนี้คือการขับเคลื่อนโครงการ “Training of Trainers: Empowering Women Entrepreneurs through Digital Transformation” ซึ่งจัดขึ้นเมื่อวันที่ 24 กุมภาพันธ์ 2569 ณ ห้องประชุมอาคารนานาชาติ ชั้น 1 มหาวิทยาลัยราชภัฏอุดรธานี โดยได้รับเกียรติจาก ผู้ช่วยศาสตราจารย์ ดร.คณิศรา ธัญสุนทรสกุล อธิการบดี เป็นประธานในพิธีเปิดและกล่าวต้อนรับ โครงการนี้มีเหตุผลความจำเป็นในการแก้ไขปัญหาความเหลื่อมล้ำทางเพศสภาพในระบบเศรษฐกิจยุคใหม่ ผ่านการส่งเสริมความเสมอภาคและทลายข้อจำกัดในการเข้าถึงทรัพยากร แหล่งเงินทุน และโอกาสทางธุรกิจของผู้ประกอบการสตรี โดยเฉพาะในกลุ่มวิสาหกิจขนาดกลาง ขนาดย่อม และขนาดเล็ก (MSMEs) ด้วยการใช้เทคโนโลยีดิจิทัลเป็นเครื่องมือเร่งปฏิกิริยา (Digital Transformation) จึงจำเป็นต้องยกระดับขีดความสามารถของวิทยากรแกนนำให้มีสมรรถนะขั้นสูงในการถ่ายทอดองค์ความรู้ เพื่อทำหน้าที่เป็นกลไกขับเคลื่อนการเปลี่ยนแปลงในระดับภูมิภาคอย่างยั่งยืน

กิจกรรมและการดำเนินงาน

เมื่อวันที่ 24 กุมภาพันธ์ 2569 กระบวนการดำเนินงานได้มุ่งเน้นการฝึกอบรมเชิงปฏิบัติการเพื่อพัฒนาศักยภาพผู้ถ่ายทอดองค์ความรู้ (Training of Trainers) อย่างเข้มข้น กิจกรรมหลักประกอบด้วยการบรรยายและถ่ายทอดภารกิจการใช้เทคโนโลยีสารสนเทศและการสื่อสาร (ICT) เพื่อการพัฒนาโดยผู้เชี่ยวชาญระดับนานาชาติ การฝึกอบรมเชิงลึกด้านการประยุกต์ใช้เครื่องมือดิจิทัลสำหรับการบริหารจัดการธุรกิจ การวางกลยุทธ์การตลาดออนไลน์ และการเข้าถึงระบบการเงินดิจิทัลเพื่อผู้ประกอบการสตรี ตลอดจนจัดเวทีระดมสมองและวางแผนการจัดกระบวนการเรียนรู้เพื่อเตรียมความพร้อมให้แก่วิทยากรแกนนำในการนำชุดองค์ความรู้สากลไปปรับใช้และถ่ายทอดต่อให้แก่กลุ่มเป้าหมายในพื้นที่ของตนเองได้อย่างมีประสิทธิภาพ

ภาคีเครือข่ายความร่วมมือ (หุ้นส่วน)

ความสำเร็จของการจัดฝึกอบรมระดับนานาชาติในครั้งนี้ เกิดจากการสร้างภาคีเครือข่ายความร่วมมือพหุภาคีและข้ามพรมแดนที่เข้มแข็ง นำโดย มหาวิทยาลัยราชภัฏอุดรธานี ทำงานร่วมกับศูนย์ฝึกอบรมเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการพัฒนาแห่งเอเชียและแปซิฟิก (APCICT) ซึ่งเป็นหน่วยงานภายใต้คณะกรรมการเศรษฐกิจและสังคมแห่งเอเชียและแปซิฟิก (ESCAP) โดยมี Ms.Nuankae Wongthawatchai เจ้าหน้าที่บริหารจัดการโครงการ ประจำ APCICT เข้าร่วมขับเคลื่อน ยิ่งไปกว่านั้น โครงการยังได้ผสานความร่วมมือกับหน่วยงานสถาบันการเงินภายในประเทศ ได้แก่ ธนาคารอิสลามแห่งประเทศไทย และเครือข่ายบุคลากรทางการศึกษาจากสาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) ร่วมเป็นพันธมิตรในการขยายผล

ผลผลิตจากโครงการ

จากการดำเนินโครงการดังกล่าว ส่งผลให้เกิดผลผลิตที่เป็นรูปธรรมคือ เครือข่ายวิทยากรแกนนำระดับภูมิภาค (Master Trainers) ที่ผ่านการอบรมพัฒนาทักษะดิจิทัลเพื่อการผู้ประกอบการสตรีจำนวน 35 คน ซึ่งครอบคลุมทั้งบุคลากรจากสถาบันการศึกษา สถาบันการเงิน และผู้แทนระหว่างประเทศ ยิ่งไปกว่านั้น ยังเกิดชุดหลักสูตรและคู่มือการฝึกอบรมการเปลี่ยนผ่านสู่เศรษฐกิจดิจิทัลที่ผ่านการบูรณาการองค์ความรู้ระดับสากล ตลอดจนเกิดกรอบความร่วมมือเชิงยุทธศาสตร์ระหว่าง มรภ.อุดรธานี และ APCICT ในการขับเคลื่อนงานพัฒนาทรัพยากรมนุษย์และระบบเทคโนโลยีสารสนเทศเพื่อสังคมในระยะยาว

ผลลัพธ์

โครงการมุ่งสู่ผลลัพธ์ที่ครอบคลุม 2 มิติ ได้แก่:

มิติ SDG 5 (Gender Equality - ความเสมอภาคทางเพศ): เสริมสร้างความเข้มแข็งและเพิ่มขีดความสามารถให้แก่สตรีในระบบเศรษฐกิจ โดยเฉพาะการเพิ่มพูนการใช้เทคโนโลยีที่เอื้ออำนวย โดยเฉพาะเทคโนโลยีสารสนเทศและการสื่อสาร เพื่อส่งเสริมบทบาทและความเป็นอิสระทางเศรษฐกิจของสตรี (Target 5.b) การพัฒนาวิทยากรแกนนำเพื่อไปถ่ายทอดความรู้แก่ผู้ประกอบการสตรีในกลุ่ม MSMEs ช่วยลดช่องว่างในการเข้าถึงทรัพยากรดิจิทัล แหล่งทุน และโอกาสทางธุรกิจ นำไปสู่การพึ่งพาตนเองและการเติบโตทางเศรษฐกิจที่เท่าเทียม

มิติ SDG 17 (Partnerships for the Goals - ความร่วมมือเพื่อการพัฒนาที่ยั่งยืน): พัฒนาและยกระดับความเป็นหุ้นส่วนระดับโลกเพื่อการพัฒนาที่ยั่งยืน ผ่านความร่วมมือเหนือ-ใต้ ใต้-ใต้ และความร่วมมือสามเส้าในระดับภูมิภาคและระหว่างประเทศ (Target 17.6 และ 17.16) ความร่วมมือระหว่าง มรภ.อุดรธานี, APCICT, ธนาคารอิสลามแห่งประเทศไทย และผู้แทนจาก สปป.ลาว สะท้อนถึงการสร้างเครือข่ายพหุภาคีที่เข้มแข็งในการระดมและแบ่งปันองค์ความรู้ ความเชี่ยวชาญ เทคโนโลยี และทรัพยากร เพื่อสนับสนุนการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนร่วมกัน

Udon Thani Rajabhat University Partners with APCICT to Launch Training of Trainers: Empowering Women Entrepreneurs through Digital Transformation

Udon Thani Rajabhat University, in collaboration with the Asian and Pacific Training Centre for ICT for Development (APCICT), organizes a regional "Training of Trainers" program to build digital transformation capacities among master trainers supporting women-led MSMEs.

Context & Rationale

This international economic development initiative involved the strategic launch of the "Training of Trainers: Empowering Women Entrepreneurs through Digital Transformation" program, conducted on February 24, 2026, at the 1st Floor Conference Room, International Building, Udon Thani Rajabhat University. The opening ceremony was officially presided over by President Asst. Prof. Dr. Khanisara Thansunthonsakul. The primary rationale of this high-impact intervention is to dismantle systemic gender inequality within the modern macro-economy by enhancing equitable access to resources, financial tools, and commercial channels for women-led Micro, Small, and Medium Enterprises (MSMEs). By utilizing digital transformation as a key socioeconomic catalyst, the project systematically strengthens the capacities of regional master trainers, equipping them with advanced pedagogical and digital proficiencies to drive structural economic change at the grassroots level.

Activities & Operations

On February 24, 2026, a series of intensive, standardized capacity-building workflows were successfully executed. The operational phase focused on the "Training of Trainers" model, featuring expert briefings on Information and Communications Technology (ICT) for development presented by global delegates. The instructional courses provided deep-dives into practical digital tools for enterprise management, online marketing strategies, and digital financial ecosystems tailored for female business leaders. Furthermore, the operational sequence integrated collaborative curriculum-mapping and pedagogical workshops, ensuring that all master trainers acquired the skills necessary to contextualize and disseminate global digital frameworks within their respective local territories.

Multi-Stakeholder Partnerships

The successful execution of this cross-border professional development forum was anchored on a powerful multi-stakeholder partnership framework uniting international agencies, regional higher education, and financial institutions. The domestic hub was co-led by Udon Thani Rajabhat University working in strict synchronization with the Asian and Pacific Training Centre for ICT for Development (APCICT), represented by Project Management Officer Ms. Nuankae Wongthawatchai. This structural coalition was further reinforced by strategic financial sectors, including the Islamic Bank of Thailand, along with educational and developmental personnel from the Lao People's Democratic Republic (Lao PDR), establishing an influential transnational network for sustainable human development.

Project Outputs

As a direct outcome of these targeted operations, a regional network consisting of 35 certified master trainers was successfully established, bridging higher education professionals, banking executives, and international development officers. Additionally, the project generated a standardized digital transformation toolkit and curriculum modules optimized for regional deployment. Ultimately, the initiative institutionalized a long-term strategic partnership framework between Udon Thani Rajabhat University and APCICT, securing a permanent pipeline for cross-border ICT capacity-building and human capital advancement.

Outcomes

The project aims for comprehensive outcomes across 2 key dimensions:

SDG 5 (Gender Equality): Directly enhances the empowerment of women in the modern workforce by promoting the use of enabling technology, in particular information and communications technology, to foster women’s economic independence (Target 5.b). Elevating the competencies of master trainers to support female-led MSMEs reduces the digital divide, increases access to international financial resources, and secures equitable business growth.

SDG 17 (Partnerships for the Goals): Cultivates and expands multi-stakeholder international cooperation frameworks, specifically fostering North-South, South-South, and triangular regional and international cooperation on and access to science, technology, and innovation (Target 17.6 & 17.16). The collaboration uniting UDRU, APCICT, the Islamic Bank of Thailand, and Lao PDR representatives functions as an active platform for knowledge-sharing, technology transfer, and joint resource mobilization required to fulfill regional sustainable development goals.
